Bramley Parish Council has acknowledged the withdrawal of DDN794/PL by the Portfolio Holder and would make the following comments with regard to its replacement DDN 883/PL.

From Bramley’s perspective DDN 794/PL recognised the considerable expansion of the Village (defined as Bramley Corner to Campbell Road and lands adjacent to the settlement Boundary) in recent years, it offered the community a much needed period of respite during the plan period.

The notice and supporting document , Appendix A to DDN 794/PL Paragraph 1, clause iii,  recognised the adverse impacts on the local infrastructure (Social, Structural and Services) of the recent significant development, in both absolute numbers and relative terms to other areas within the Borough, that 200 new dwellings  would bring.

The proposal for development of 810 dwellings (BAS107 and 122) in the South of the Parish, whilst not desirable and certainly not without its adverse impacts on local infrastructure and residents, the Parish Council understand that the rationale for future development, of these sites, is that they are considered by BDBC to be an extension of Basingstoke and therefore we insist that every effort must be made in design and access to ensure the integrity of Bramley Village and the remaining rural areas of the parish. The only benefit of DDN 794/PL was the removal of a 200 dwelling allocation to the Village environs, this was welcomed as it would result in, at least, no increase in the frustrations and inconveniences experienced by the majority of the community.

On the face of it DDN883/PL has resurrected the spectre of a 200 dwelling allocation within the Village should there be no change to the infrastructure and environmental assessments and the Planning Inspectorate consider that these 200 homes be included,  albeit with the emerging Neighbourhood Development Plan having some influence over location and design. It would appear that Bramley must once again wait and see what others will decide and endure the prospect of the Parish having to absorb 1010 new dwellings within the plan period.  We remind you that the number of dwellings in the Parish, at 2011, was 1687 and adding a further 1010 in the next 15 years is a continuation of the excessive expansion Bramley has experienced. I refer you to the statistics supplied to both the Cabinet and P&I Scrutiny Committee in our earlier submissions. It is very difficult, if not impossible, for the community and thus it’s Parish Council to support a figure of 1010 new dwellings within the Parish, 200 of which are in the Village environs.

A number of residents have expressed their considerable concern and anger over the apparent “about turn” of the Cabinet with regard to the 200 dwellings in Bramley and it is those views that the   Parish Council through this document seek to address, thus, we ask for clarification, from the Cabinet, of the wording and their intentions in DDN883/PL paragraphs iv, v, vi with regard to the 200 dwellings. Such Clarification would aid our interpretation and thus our communication with the community.
