Community Infrastructure Levy Draft Charging Schedule

Statement of the Representations Procedure

Basingstoke and Deane Borough Council intends to submit a Community Infrastructure Levy (CIL) Draft Charging Schedule for examination.

In accordance with the Community Infrastructure Levy Regulations 2010 (as amended), Basingstoke and Deane Borough Council has published the following documents for consultation:

the CIL Draft Charging Schedule
evidence to support the CIL Draft Charging Schedule

The council is inviting representations on the Draft Charging Schedule from Friday 7 November 2014 to Friday 19 December 2014.

The documents can be viewed:

on the council’s website at www.basingstoke.gov.uk/go/cil ; and
at the Civic Offices on London Road, Basingstoke, Hampshire, RG21 4AH, Monday to Thursday 8.30am-5.00pm and Friday 8.30am-4.30pm; and
in all libraries within Basingstoke and Deane Borough during their normal opening hours.

All representations must be received by the council in writing within the period specified above and no later than 4.00pm on Friday 19 December 2014.

Any person who makes representations about the Draft Charging Schedule may request the right to be heard by the examiner. Such a request must be made in writing before the end of this consultation on 19 December 2014.

Representations may also be accompanied by a request to be notified, at a specified address, of any of the following:

that the draft charging schedule has been submitted to the examiner in accordance with section 212 of Planning Act 2008;
the publication of the recommendations of the examiner and the reasons for those recommendations; and
the approval of the charging schedule by the charging authority.

Any person who has made representations about the Draft Charging Schedule may withdraw those representations at any time by giving notice in writing to the Council either by e-mail or by post at the addresses given above.

Transport Strategy - travel and transport within Basingstoke - 2018/2019

Hampshire County Council and Basingstoke and Deane Borough Council are seeking residents’ and stakeholders’ views on travel and transport within Basingstoke, including which types of measures should be prioritised to improve movement throughout the town.

Deadline for comments is 28th January 2019

Over the past decade the two councils, working with key partners, have introduced changes to transport, including significant improvements at key junctions. However, as Basingstoke continues to grow and evolve, further improvements are needed to ensure that the right travel and transport infrastructure is in place. This is vital to securing Basingstoke’s future economic growth and prosperity – and making the town a more attractive and healthier place to live, work and visit.

The two councils, with support of the EM3 Local Enterprise Partnership (LEP) are seeking views to inform a new shared vision, and to set the priorities for further investment in Basingstoke’s transport infrastructure over the coming years. Your feedback will help to inform a new Transport Strategy for Basingstoke.

The draft transport strategy: emerging strategy framework, proposes a range of measures for improving transport including:

improving access to and within the town centre;
creating new developments which are well-planned and integrated with the existing transport network;
providing a step change in the quality of local public transport;
developing high quality priority strategic walking and cycling corridors;
managing journey times and reliability;
maintaining strong strategic transport connections;
forward planning of the transport network to meet future needs.

A consultation on the draft Transport Strategy commenced on Wednesday 28^th November and runs until 28 January 2019 with a copy of the documents and questionnaire available to view on-line at www.hants.gov.uk/basingstoketransportstrategy

17/00936/FUL, Land North of Sherfield Road - Rejected

The planning application for 55 houses on land North of Sherfield Road was debated at the Basingstoke & Deane Borough Council Development Control Committee meeting on 10th January 2018. The good news is that, despite the BDBC officers recommending it for approval, the Committee refused the application, after continued representation against it from the Parish Council and support from our Borough Ward Councillors.

Reasons for refusal were the increase in number of dwellings over and above the limit set in the Neighbourhood Plan, the cumulative effect on sewerage in the parish, and the cumulative effect on traffic in the parish.

The original outline planning permission for 50 houses on the site still remains as drafted before the Local Plan and Neighbourhood Plan were adopted. The Neighbourhood Plan is playing its part in planning decisions, showing clearly the wishes of the community not to have more than 50 houses on a site bordering the settlement boundary.

Residents should be aware that it is likely that the developers will appeal this planning decision. The Parish Council will continue to do everything in its power to ensure that the principles outlined in the Neighbourhood Plan are upheld at every level of the planning process.

Below you will find a copy of a letter sent to the Chief Executive of Basingstoke and Deane Borough Council from our local MP for North East Hampshire, Ranil Jayawardena MP.

In the letter, Ranil Jayawardena MP gives his support for Neighbourhood Plans and his belief that development should be locally led through Neighbourhood Plans wherever possible.
