<p>Bramley Parish Council has now met to consider the above application, and strongly object to it on the<br />following grounds:</p>
<ul>
<li>The site is adjacent to a conservation area, and it will adversely affect views listed in Bramley Neighbourhood Plan policy D1. The setting of nearby listed buildings will also be adversely affected.<br /><br /></li>
<li>The application states that there is a regular bus service. However, the service is far from adequate or reliable. This will lead to more car use within the village, particularly as the target occupants are elderly. Many who wish to use the train will need to drive to the station, since the distance from this site is likely to be too far for residents to walk. This will lead to more traffic, and exacerbate the existing severe parking issues around the station area.</li>
<li>The Parish Council notes Thames Water’s positive response to this application. However, Bramley does have ongoing sewage capacity problems, about which the Parish Council has been liaising with Thames Water (correspondence attached). There have been several sewage spills already just this year. A sewage study (ref: SMG 1294 G4027 – attached) was completed by Thames Water which states the sewage capacity is inadequate and needs upgrading. To the Parish Council’s knowledge, the work has not been carried out.<br /><br /></li>
<li><span style="font-size: 12.16px;">The village has no amenities for older residents within walking distance from the site.<br /><br /></span></li>
<li>The application notes the community engagement event carried out late last year, and notes some of the concerns that existing residents raised. It should be noted by planners that much of the feedback received by the developers was also copied to the Parish Council, and was overwhelmingly against the development of this site.<br /><br /></li>
<li>Many of the issues raised by residents had already been raised by the Parish Council at a meeting with developers in July 2019. Whilst the plans have been scaled back from what was originally proposed, the Parish Council feels that development at this site is very difficult to support, particularly bearing in mind the target market. <br /><br /></li>
<li>The proposed access point onto Silchester Road will cause problems, particularly in the morning rush hour, as eastbound traffic approaching the village are facing a low sun approaching this site. It is also a known speeding area – recent Community Speedwatch results bear this out. The road also floods at this point during heavy rain. Finally, a recent traffic study (attached) carried out on behalf of the Parish Council shows that the village roads are already struggling to cope with existing traffic – more traffic will only increase the problems.<br /><br /></li>
<li>The site is one of the few breaks in development that stops the village being a completely built up ribbon from Bramley Green to Bramley Corner<br /><br /></li>
<li>There will be an element of affordable housing within the proposed development. However, Bramley has no need of further affordable housing since there is enough from developments currently being constructed in the village.<br /><br /></li>
<li>The application is against Local Plan policy SS6 – houses in the countryside, for the reasons stated above.<br /><br /></li>

<p>The letter is in response to the Goddards Farm planning appeal decision – application 18/03486/OUT.</p>

<p>Dear Nick and Development Control Committee members</p>
<p><br />Goddards Farm planning appeal decision – application 18/03486/OUT</p>
<p><br />Bramley Parish Council notes with satisfaction the Planning Inspector’s decision to dismiss the appeal on the decision to refuse permission for development at the Goddards Farm site in Sherfield-on-Loddon. However, it does open up a few questions from the point of view of Bramley residents including Parish Councillors</p>
<p>As you will be aware, there are two developments currently being built in Bramley, Centenary Fields in the east and Bramley View in the west. Whilst the sites are at opposite ends of the village, both have a couple of things in common with the Goddards Farm site. They are:</p>
<ul>
<li>outside the settlement policy boundary</li>
<li>overlooking Conservation Areas</li>
</ul>
<p>The points outlined below are illustrative – had they been given the same level of response from Borough officers and Councillors, they would have been refused. The reasons given by BDBC for refusal for the Goddards Farm site were:</p>
<ol>
<li>The proposed site would be outside the settlement policy boundary, and therefore contrary to Local Plan policies SD1, SS1, and SS6 of the BDBC Local Plan. This would have applied to both Centenary Fields and Bramley View, and in addition they would have been contrary to Bramley Neighbourhood Plan policy H1.</li>
<li>The proposed development would not be sympathetic to, and would fail to respect and integrate with the character, visual amenity and scenic quality of the local landscape. The proposal is contrary to Policies EM1 and EM10 of the BDBC Local Plan. This would have applied to both Bramley sites, and particularly the Bramley View site, sitting as it does on the edge of the Conservation area and at the end of Cufaude Lane, with registered important views being adversely affected. In addition to the BDBC policies, it was contrary to Bramley Neighbourhood Plan policy D1 and D2.</li>
<li>The proposed development would cause harm to the special character, appearance and setting of the western part of the Sherfield on Loddon Conservation Area and its significance as a separate and rural part of the village. The harm caused would be by virtue of urbanising and eroding its rural context which is integral to its significance and appreciation. The benefits of the development would not sufficiently outweigh that harm. The proposal is contrary to Policy EM11 of the Basingstoke and Deane Local Plan. Again, this would have applied to both of the Bramley developments and their proximity to the two Bramley Conservation areas, particularly in the east at Centenary Fields. Both locations are in a rural setting, which the developments have demonstrably damaged. Again, the developments are contrary to the Bramley Neighbourhood Plan, policy RE2.</li>
</ol>
<p>Whilst the Parish Council appreciates that the Goddards Farm development would also have impacted a scheduled monument, all the other reasons given for refusal of the Goddards Farm development also applied to both of the Bramley developments.</p>
<p>Bramley Parish Council has noted comments made by the public on social media, and would echo many of them. Whilst it is happy that the Sherfield application was refused, the argument given by officers at BDBC for granting the Bramley applications was that if they weren’t accepted, then the developers would appeal the decision, which BDBC would lose. This was accepted by the DC Committee, and Bramley was then left with 115 new houses – more than the number that has just been refused in Sherfield. This also resulted in more social and affordable housing than was required to meet the Bramley local need, therefore contributing to the wider Borough housing need. It certainly does appear that Bramley is favoured over Sherfield for new development.</p>
<p>Bramley Parish Council insists that such development proposals in the future in Bramley, especially those outside the Settlement Policy Boundary and neighbouring the Conservation Area are refused and if necessary, defended robustly at appeal as Goddards Farm was. Bramley has had more than its fair share of new development and all in the early period of the Local Plan, and the local infrastructure is now at or beyond capacity, with no sign of any improvement. New development will be seen as a catastrophe for the Parish and unsustainable.</p>

<p>17/04282/RES - Land at Minchens Lane Bramley – Phase 4 Reserved Matters</p>
<p>Thank you for giving Bramley Parish Council a chance to comment on the phase 4 proposals at Minchens Lane.</p>
<p>A very general comment from councillors is that the drawings do not show all the footpaths and play areas especially in the south west corner. This makes it difficult to visualise the finished site.</p>
<p>Councillors have concerns that pavement parking may become a problem in the north east corner of the site, as it already does in other parts of the development. The north/south footway and grassy area looks vulnerable. Is it possible to specify tall kerbs to alleviate the problem? On a similar vein the Allotment car park is likely to be used for estate parking, and the Parish Council would like some form of access control. Hopefully the green areas in the centre of the development will be constructed and planted to discourage parking. Due to the ongoing problems with travellers in the Parish, the green areas should be protected with robust defences.</p>
<p>The Regent design (plots 166,167,171,185 and 192) will be very intrusive due to the steeply pitched roof and the fact they are on the highest part of the site. You only need to look at plot 6 from Clift Meadow to understand Councillors’ concern. Whilst appreciating the steep pitch is needed in order to make the 2.5 story design work, it really is out of place in a rural setting. The only similar houses in Bramley are on the "German Road" development, which is used in the NDP as an example of inappropriate design. Could the roofline be at least softened with a little barn hipping? Street scene illustrations for the north/south and east/west axes would be very useful.</p>
<p>On the subject of barn hipping, could you confirm that plots 211 and 212 will be so treated, as the various drawings seem to offer conflicting information? Councillors also think that more of the rooflines could usefully be hipped to break up the ridge lines, especially where these lines are east/west and visible from Clift Meadow.</p>
<p>Detailed provision of the allotments will need to be discussed including the provision of a water supply and the quality of the soil.</p>

<p>The applications and representations received have been considered and permission has been refused for the following reasons: </p>
<ol>
<li>The proposal would result in new dwellings within the countryside, outside any recognised Settlement Policy Boundary and as such would be contrary to Policies SS1 and SS6 of the Basingstoke and Deane Local Plan 2011-2029, which aim to direct development to within the identified Settlement Policy Boundaries and specific site allocations, unless in exceptional circumstances as identified within Policy SS6.  The proposal is not considered to meet any of the exceptions set out within Policy SS6 and would not therefore represent a sustainable form of development.  Furthermore, Policy H1 of the Bramley Neighbourhood Plan 2011-2029 (March 2017) only supports new housing if it is in accordance with the relevant policies of the Local Plan for new housing in the countryside.  The proposal would therefore also be in conflict with Policy H1 of the Bramley Neighbourhood Plan 2011-2029 (March 2017).<br /><br /></li>
<li>Policy SS5 of the Basingstoke and Deane Local Plan 2011-2029 states that Bramley should deliver at least 200 dwellings in the life of the Local Plan through the Neighbourhood Planning process.  It is considered that this requirement has been met and exceeded subject to land supply considerations and current planning commitments being built out.  In the absence of any material consideration to override policy in this case, the proposal would be contrary to Policy SS5 of the Basingstoke and Deane Local Plan 2011-2029 and the Bramley Neighbourhood Plan 2011-2029.<br /><br /></li>
<li>It has not been sufficiently demonstrated that the proposal would provide adequate sewerage capacity and as such would be contrary to Policy CN6 of the Basingstoke and Deane Local Plan 2011-2029.<br /><br /></li>
<li>It is considered that the proposed scale and use of the development would be inappropriate having regard to the site's countryside location, in that it would not respect the character, appearance and amenity of the surrounding area.  As such the proposal would be contrary to Policies EM1 and EM10 of the Basingstoke and Deane Local Plan 2011-2029 and the Bramley Neighbourhood Plan 2011-2029.<br /><br /></li>
<li>Given the lack of a completed Section 106 Agreement to secure adequate infrastructure to mitigate the impact of the development in relation to community provision, open space, affordable housing, playing fields, play /recreation and education, the proposal would be contrary to the National Planning Policy Framework (March 2012); Policies CN1, CN6 and CN8 of the Basingstoke and Deane Local Plan 2011-2029; the Community Infrastructure Levy Regulations (amended 2015); Hampshire County Council 's adopted Transport Contributions Policy (September 2007); Hampshire County Council's Developers' Contribution towards Children's Services Facilities and the Council's Interim Planning Guidance on S106 Planning Obligations and Community Infrastructure (July 2005, updated 2015), and Adopted Green Space Standards (April 2013).</li>
</ol>
