			<title>Parish Council Grants</title>

			<description><![CDATA[<div class="feed-description"><p>Bramley Parish Council can award grants to groups/organisations for projects or events that are determined to be of benefit to the residents within the Parish. The grant application form can be downloaded from links at the bottom of the page.  A PDF and MS Word version are supplied which should be returned completed to the Parish Clerk at the address shown at the top of the form.</p>
<h2>Where does the funding come from?</h2>
<p>Much of the grant funding made by Bramley Parish Council is allowed under <a href="http://www.legislation.gov.uk/ukpga/1972/70/section/137" target="_blank" title="Link to Local Government Act 1972 page (External page, opens in new window)">section 137 of the Local Government Act 1972</a> which empowers Bramley Parish Council to spend a proportion of its funds, subject to limits, on purposes that bring a direct benefit to the parish or to its residents.</p>
<p>Section 137 states that if the grant application will only benefit 10% of the residents, then only 10% of the total budgeted Section 137 monies can be granted. It is advised that groups/organisations should consider other sources of funding in conjunction with the Bramley Parish Council Grant.</p>
<h3>What can be funded?</h3>
<ul>
<li>the project should be something that makes the local community a better place in which to live, work or visit.</li>
<li>it should benefit people who live in the parish.</li>
<li>there must be clearly presented evidence that local people support the project and are involved in carrying it out.</li>
<li>applications do not have to be from groups that already exist.</li>
<li>each group may only make one application per financial year (1 April to 31 March).</li>
</ul>
<h3>Not eligible</h3>
<ul>
<li>Support for individuals or private business projects.</li>
<li>Projects that are the prime responsibility of other statutory authorities</li>
<li>Projects that improve or benefit privately owned land or property</li>
<li>Projects that have already been completed or will have been by the time the grant is made.</li>
</ul>
<h2>Conditions of support</h2>
<p>The council may make the award of any grant subject to all or some of the following conditions.<br />Required conditions will be at the discretion of the council and should consider the organisation’s individual circumstances.</p>
<ul>
<li>The application must be made using the official application form (below).</li>
<li>Details must be provided of the extent to which funding has been sought or secured from other sources or own fund-raising activities.</li>
<li>Funding must only be used for the purpose agreed with the parish council and if all the monies are not spent on the items agreed, the balance must be returned.</li>
<li>Funding must be spent within the financial year awarded and cannot be added wholly or partly to the organisation’s reserves.</li>
<li>If project costs are more than anticipated on application, any shortfall must be met by the group</li>
<li>To fully understand your project or activity, parish councillors may wish to visit the project or activity prior to the project or activity commencing. They may also wish to conduct a site visit once the funded project is underway.</li>
<li>As a minimum, the group will write to confirm receipt of the cheque for audit purposes, or as the cheque is handed over a representative of the group will sign a form or receipt at the same time.</li>
<li>The need to provide evidence of expenditure (receipted invoices) to the Clerk to the Council on completion of project will be discretionary – based on the amount given and the purposes given. (If required, this evidence of expenditure should be equal to, or more than, the total of the amount of the grant detailed on application.)</li>
<li>Any unused funds at the end of the financial year in which the grant is paid out must be returned to Council.</li>
<li>You must acknowledge the Parish Council’s support in all publications, publicity and annual reports.</li>
<li>You should show the funding awarded separately in your published financial accounts and the Parish Council should have access to your financial records, on request, where appropriate.</li>
<li>A representative of your organisation should give a report at the Annual Parish Meeting (held on an evening between March and May each year) on how the group spent the money and, if appropriate, how the group or project is progressing.</li>
</ul>

<p style="text-align: left;"><strong>Scope of Procurement</strong></p>
<p>As digital technologies become ever more pervasive and increasingly form part of people’s daily lives, it is essential that councils continue to exploit their potential, and the Bramley Parish council believe this even applies at the lowest level of Government.</p>
<p>The Parish Council are seeking a supplier that shall assist to create and run great digital services that meet the Digital Service Standard, of the UK Government.</p>
<p>Bramley Parish Council wish to secure efficiencies and economies of scale by means of a procurement exercise for meeting the requirements detailed within this documentation, achieved through the Most Economically Advantageous Tender submitted.</p>
<p>The principle benefits anticipated by Bramley Parish Council in this procurement include;</p>
<ul>
<li>Ability to maximise opportunities for best value and efficient services, through access to G Cloud services via a .gov.uk addressing structure.</li>
<li>The Bramley Parish council seek to award a formal tender defined by specific KPI’s proposed and agreed with the supplier that ensure best service not only for the Parish Council but the residents.</li>
<li>Bramley has seen a rapid increase in resident numbers which in terms has also introduced a younger population, by implementing a structure digital transformation process linked to a supportive inclusive non digital policy the Parish Council can seek to inform, engage and energise the local population.</li>
<li>To allow bidders to explore efficiencies, this may be possible by suggesting innovative and cost effective solutions.</li>
<li>Presentation of cost savings to Bramley Parish Council in order to maximise economical operational efficiency and value for money.</li>

			<title>Agreed 2018-2019 Budget</title>

			<description><![CDATA[<div class="feed-description"><p>Bramley Parish Council has resolved to raise the precept for this coming year after debate at the recent Parish Council meeting. This decision was made reluctantly following 6 years of no increase to the overall precept, and therefore a drop in precept charge to all households.</p>
<p>The total precept requested will be £80,000 – a £15,000 increase on 2017/18. £4,000 of this increase is due to development in Bramley, and has no impact on how much is paid per household. The remaining £11,000 extra will mean a £6 per year per household increase in a Band D property – which accounts to a 16% increase in the portion of the Council Tax that is allocated to your Parish Council.</p>
<p>The precept charge will still be less than it was in 2012/13, after which the Parish Council made a 24% cut to the overall level.</p>
<p>The current situation within the parish sees a number of factors that contribute make this situation necessary:-</p>
<ul>
<li>Continuing cutbacks from our Borough and County Councils mean that more and more initiatives have to be made by the Parish Council in order to make things happen quickly or even at all. In the last two years, the Parish Council has seen over £6,000 of grant funding cut by the Borough Council, with a further £2,000 due to disappear after 2018-19.</li>
<li>The Parish has seen a substantial increase in illegal encampments; Bramley currently has 18% share (498 days since 2013) of the total borough – wide issue. This has become a major concern to local residents and the Parish Council has funded significant actions to clear-up and defend against future events. In the last year, expenditure on this issue alone will come to over £16,000. This work is likely to continue given the weak rules and regulations that Councils have to work within.</li>
<li>The significant funding support of our community facilities and events is ongoing – Clift Meadow and the Village Hall have received grants from the Parish Council in the last year totalling over £20,000.</li>
<li>The repair to Parish and Community facilities due to Anti-Social Activities has also seen an unwelcome increase in spending.</li>
</ul>
<p>All of these activities cost money, some unplanned; but we believe that the Parish Council does and will continue to provide value for money in making Bramley a place where we all want to live.</p>
