Mayor set to fly the Armed Forces flag

A virtual flag-raising ceremony to mark the start of Armed Forces Week will be led by the borough’s Mayor Cllr Diane Taylor on Monday 22 June.

Following COVID-19 restrictions, there won’t be a gathering of Armed Forces personnel this year but the virtual celebration will be broadcast on the Mayor’s social media channels at 10am.

This will show CSgt Kieran Purnell from 3PL (Basingstoke) Army Cadet Force raising the Armed Forces flag outside Basingstoke’s Civic Offices. The Mayor is joined in the video by Sqn Ldr Robert Hylands from RAF Odiham and bugler Stuart Hasking from The Salvation Army, Basingstoke.

The flag will fly all week before the 12th annual Armed Forces Day on Saturday 27 June, when the Mayor will give an Armed Forces Day speech online at 10am.

Armed Forces Week is a chance to show support for those in the armed forces community, from serving troops to service families, veterans and cadets, and provides a much-valued morale boost.

Each day of Armed Forces Week will highlight different parts of the British military, including service personnel, their equipment and their roles. Reserves Day is being celebrated on Wednesday 24 June 2020, see https://www.armedforcesday.org.uk/reserves-day/

Cllr Taylor said: “Armed Forces Day is an acknowledgement of the hard work and dedication of men and women in the services and to show our support to those who are currently serving.

“Whilst we are unable hold a public flag-raising ceremony this year, I invite all Basingstoke and Deane residents to give their thanks to our Armed Forces for their dedication, their bravery and the incredible sacrifices they have made for all of us.”

Exciting improvements planned for local health system

HEALTH services across north and mid Hampshire are set to undergo their biggest modernisation programme in 50 years.

Hampshire Together: Modernising our Hospitals and Health Services is an exciting programme that will involve all NHS and social care services across Alton, Andover, Basingstoke, Eastleigh, Winchester and the surrounding areas.

The centrepiece will be the construction of a brand new hospital – but the programme’s impact will reach far beyond the walls of this new building, involving GPs, mental health, community care, social care and the wider voluntary sector, as well as acute hospital care.

The central aim is to deliver a joined-up healthcare system that supports patients, their families and their carers to access the right care, in the right place, at the right time in order to keep them healthy.

The programme is being led by Hampshire and Isle of Wight Partnership of Clinical Commissioning Groups and West Hampshire Clinical Commissioning Group, in partnership with Hampshire Hospitals NHS Foundation Trust, which runs Andover War Memorial Hospital, Basingstoke and North Hampshire Hospital and Royal Hampshire County Hospital, in Winchester.

Hampshire Hospitals was last year named as one of the trusts chosen to receive capital funding as part of the Department of Health and Social Care’s Health Infrastructure Plan (HIP). This is designed to support 40 hospital building projects across the country between 2025 and 2030 and it is this funding that will be used to create the new hospital.

Throughout June and July, these NHS organisations will be seeking the views of the public based on a listening document that explains the challenges currently faced, the opportunities that the programme presents and the factors that need to be considered when making what will be some difficult choices.

Mayor of Basingstoke and Deane: VE Day 75 Anniversary Celebrations (Friday 8 May 2020)

We are approaching our special Bank Holiday, 8th May – a day to start the celebrations of a great victory 75 years ago when the war in Europe was finally and officially over.

It was a day that had been hard to envisage as the war took its course. As we look at those war years in retrospect, we view them with the knowledge that the conflict lasted for six years. However, for the people who lived, worked and fought through those times they might have been facing decades of conflict, they might have been facing defeat, they might have been facing a dark future in which all that they knew and loved might be gone. ching our special Bank Holiday, 8th May – a day to start the celebrations of a great victory 75 years ago when the war in Europe was finally and officially over.

The spirit of hope that remained alive throughout those years is truly remarkable. It was fuelled by the political, spiritual and military leaders of the day and, of course, by King George VI, a veteran of the First World War who, with Queen Elizabeth (later the Queen Mother), became a figurehead, visiting factories, hospitals and bombed areas and visiting troops abroad. The speech that he gave, with his customary difficulty, 75 years ago on Victory in Europe Day still inspires us today:

“… let us think what it was that has upheld us through nearly six years of suffering and peril. The knowledge that everything was at stake: our freedom, our independence, our very existence as a people; but the knowledge also that in defending ourselves we were defending the liberties of the whole world; that our cause was the cause not of this nation only, not of this Empire and Commonwealth only, but of every land where freedom is cherished and law and liberty go hand in hand…… We did not fail. We kept faith with ourselves and with one another, we kept faith and unity with our great allies. That faith, that unity have carried us to victory through dangers which at times seemed overwhelming.”

One of the unique phrases that he uses is “proud sorrow”. For me, that phrase resounds again as I think of the frontline NHS and care staff who have lost their lives during our current, very different, conflict. I am so proud of them, but so intensely sad that they made the ultimate sacrifice as they tried to save others. Their profession is a truly noble calling, and that fact has never been more evident than in our current crisis.

We can’t gather together as planned in celebration of VE Day’s special anniversary today, but let’s find our own ways to mark the occasion. We can join the nation in a two-minute silence at 11am to remember a generation’s immense sacrifice, followed by a celebratory toast at 3pm to honour a great victory that brought us the amazing privileges and freedoms that we enjoy today.

We shall be marking the VE Day 75 through a number of videos on the Mayoral and borough council social media channels, including Facebook @BasingstokeMayor and Twitter @BasingMayor throughout the day.

Coronavirus - update Tuesday 5 May 2020

Join the Mayor to celebrate VE Day 75 heroes

The Mayor of Basingstoke and Deane will lead the VE Day 75 Anniversary commemorations on Friday 8 May to thank those who gave so much during World War Two.

Encouraging everyone to mark the day safely at home in line with social distancing guidance, Cllr Taylor is inviting you to raise a glass or a cup of tea at 3pm to join the nation in celebrating, as people did 75 years ago.

She will take part in an international Cry for Peace at 6.55pm, which will be streamed on social media, before the 7pm Ringing Out for Peace, a worldwide celebration of the peace and friendships we share today. A recording of the bells at St Michael's Church, Basingstoke, will be posted online to participate.

At 9pm, you are invited to a UK-wide singalong of 'We'll Meet Again' with Dame Vera Lynn to be broadcast on BBC One as part of the commemorations.

Bank holiday bin collections

There will be no changes to waste and recycling collections on Friday 8 May, despite it being a bank holiday.

In line with the temporary fortnightly waste collection schedule introduced from Monday 20 April, please place the appropriate bin - either grey or green - out by 7am on Friday 8 May.

I have always noted that humans are great adjusters. Whenever there is a difficult and significant change in our lives, perhaps a death or illness or relationship break-up, we can feel that we will never get used to it... but somehow, with time, we always manage to adjust to our “new normal” and get on with life in its different format.

If you had told me last year that in Spring 2020 I would be confined to my home for weeks on end, working forever at the computer, not meeting people face-to-face, queueing to get into food shops, unable to attend a single public meeting or event, I would have been horrified. How can I live like that? Guess what – I can! Like everyone who is either completely isolated for health reasons or, at the other end of the scale, working all hours to save the lives of dangerously ill people, somehow we humans adjust and find a way to get on with life.

One of the final public duties of my Mayoral year would have been to lead the celebrations of the 75th Anniversary of VE Day on Friday 8 May. Needless to say, there will be no public event to mark this significant occasion – just a video of me at the War Memorial at 10am on that morning which will go out on social media.

However, can I encourage everyone to find a way – perhaps in the afternoon at about 3pm – to raise a glass or a tea cup in in your own homes in celebration of a victory that brought us the great life that we are privileged to lead today.

The resilience, courage and determination of this nation during World War Two astounds me. Let’s celebrate the outcome of a war that logically we should have lost – but, with our great allies, we won! And what’s more, we will win the Coronavirus war too!

In the meantime, please stay safe by staying at home unless it’s for an essential journey as outlined by the government and help to reduce the spread of COVID-19.

Police Warning about Doorstep Fraud and Distraction Burglary

Police are warning residents in Basingstoke to remain vigilant about doorstep fraud and scams.
Neighbourhood Sergeant Trevor Taylor said: “We are asking residents, particularly elderly or vulnerable people, to be aware and report to us if you have been approached at your door in a way that made you uncomfortable or suspicious.

"The person calling may say they are a person in authority, such as a police officer, council or health worker but not everyone is who they say they are.

“The advice to residents is to use a door chain or bar when opening the door or don’t open the door at all if you’re not expecting someone to call round. If in doubt, keep them out!

“If they are from a legitimate authority or charity, they won’t mind making an appointment and coming back another time. We are supposed to be social distancing during this period so anyone coming to your door should remain no less than two metres away and should not attempt to enter your home.”

“If you have experienced something that seems suspicious, call 999 in an emergency and 101 if it is urgent. If you have any information about this crime, please call 101 and quote reference 44200116782."

A 46 year old woman from Basingstoke has been arrested on suspicion of burglary following an incident at 11.30pm on March 31, where a 71 year old woman had her handbag stolen from her home. The woman has been bailed with conditions while enquiries continue.

Creating a biodiversity improvement zone

We are considering plans to improve habitats for wildlife and flora by managing green spaces and verges differently. We’re proposing to run a pilot project in Hatch Warren and Beggarwood and have put forward several open space areas and verges to be managed differently during the cutting season. People are being asked for their views on the proposed pilot and the areas selected. Find out more about the Biodiversity Improvement Zone pilot and have your say online.

It's not fine to idle

From Monday 23 March, our Clean Air Campaign will step up a gear as we introduce new powers to penalise motorists idling their vehicles. Our civil enforcement officers, community safety patrol officers and environmental officers will issue £20 fines to motorists caught idling while stationary on a public highway. The fines will be a last resort and will only be issued when a motorist refuses to switch off their engine. The move supports the council’s Climate Emergency declaration to work towards a carbon neutral borough by 2030.

We are hosting a Help to Buy event at the Civic Offices on Wednesday 25 March from 3pm to 8pm. Drop in to get advice about various schemes and speak to representatives from housing associations, independent financial advisors and building societies.

There's no better time to join one of the 26 free weekly walks across the borough, including a brand new walk in Winklebury from May. All of our walks are led by a trained walk leader, with a backmarker so you can comfortably join without any fear of being left behind. The walks are part of the national Walking for Health initiative, a partnership between the Ramblers Association and Macmillan Cancer Care, to encourage everybody to get active. All ages and abilities are welcome.

NHS Public survey - Modernising our Hospitals and Health Infrastructure

What are your priorities for healthcare services in Hampshire? That’s the question being asked by local NHS organisations as they embark on a project to upgrade hospital and health services across the county.

Hampshire Hospitals NHS Foundation Trust is one of the trusts chosen to receive funding as part of the Department of Health and Social Care’s Health Infrastructure Plan (HIP), which is designed to support 40 hospital building projects across the country between 2025 and 2030.

Alex Whitfield, chief executive of Hampshire Hospitals, which runs Andover War Memorial Hospital, Basingstoke and North Hampshire Hospital and Royal Hampshire County Hospital, in Winchester, said: “We are looking forward to working with our staff, patients and the public to ensure that we create a healthcare infrastructure that is fit for the future.

“By working alongside our partner organisations in health and social care, our aim is to develop services that deliver the right care, in the right place, at the right time for communities across Hampshire

“As a first step, we have created an online survey, giving people the opportunity to express their priorities for healthcare services. There are a number of possibilities under consideration and at this stage nothing has been ruled in or out, so we need as many people as possible to tell us what they think is most important as we set off on our journey.”

Since the announcement in September, the trust has been carrying out preliminary work with the government and partner organisations to work out the best way to take the project forward. Confirmation of guidelines and initial funding to produce a business case has now been received and a team is being brought together to begin the work.

“Our hospitals are much-loved and have done great service, but they were built many years ago and are now showing their age,” Alex added. “We are delighted that central government has recognised this by awarding us Health Infrastructure funding – and look forward to a time when we can provide a more modern environment, designed for the needs of our patients and staff both today and in the future.”

Own Home Loan

I’m pleased to update you that Basingstoke and Deane Borough Council’s equity loan scheme to help people get on the housing ladder - ‘Basingstoke and Deane Own Home Loan’ - will launch this Friday 24 January.

Using £580,000 of council money allocated to provide affordable housing, Own Home Loan aims to support young people to buy a home with deposits of up to £30,000 per application. It is available to single people, couples and those with children who are on the housing register, with those who have been on the register for the longest time given priority. Priority will also be given to those applicants under the age of 35. The key difference to other loan schemes and a major local benefit is that it enables people to buy existing homes and not just new build homes.

People wishing to apply must:

Be living or working in Basingstoke and Deane and registered on the council’s housing register
Have a household income under £50,000
Be the first home that you have bought and your only home
Be able to provide a 5% deposit
Pass an external financial assessment.

The deadline for applications is Friday 20 March 2020. We will be sharing news of the scheme through Homebid – the borough council’s choice based lettings scheme; Your Home – the borough council’s emailer to people looking to buy affordable homes; the council’s social media channels; the residents’ newspaper Basingstoke & Deane Today and the local media. I would also appreciate your assistance in raising awareness of the scheme with residents in your parishes and towns.
