Update on Unauthorised Encampments – 15th November 2017

Residents will be aware of recent issues in the Parish with various unauthorised encampments in the area.  The Parish Council has been working closely with the relevant landowners in the Parish, and with both the Borough and County Councils where appropriate.  The status as of today, 15th November, is as follows: 

  • Royal British Legion site – this site has now been vacated and the MOD is looking to get the fly tipping at the site cleared very soon.  Temporary concrete blocks have been placed to prevent any further encampments, and these are likely to be replaced with a more permanent solution in the near future.

  • Bramley Green Road – the encampment at the MOD site has moved back to Bramley Green Road.   An existing section 77 notice to quit was still in force at the time the encampment moved back in, and HCC are looking at prosecuting the residents at the encampment for this breach.  A second section 77 notice to quit was served, effective from 8th November.  This has not been complied with, and HCC are taking legal action for this to be enforced – this will take two to three weeks.  The police have no power to act until the necessary legal proceedings have been undertaken, as the encampment is on what is technically the highway, and is therefore not covered by their powers under section 61 of the Criminal Justice and Public Order Act 1994.  For further information on this issue, please contact This email address is being protected from spambots.   • Cufaude Lane – this site is subject to a court injunction.  However, there have been some legal issues, which enforcement officers at Basingstoke & Deane Borough Council are working to resolve.  The Parish Council are continuing to maintain close contact with BDBC, and will let residents know as soon as there is any movement on this issue.  For further information, please contact This email address is being protected from spambots. The Parish Council has no direct power to act in these instances unless the encampment is on Parish Council land.  We are maintaining close contact with all of the relevant authorities to ensure that these matters are resolved as quickly as possible.  This includes landowners, Borough and County Councils, and the Police.  Any issues should be reported as follows:
