Co-option of new councillor

 

 

It was proposed that David Whorton be co-opted to the Parish Council to fill the casual vacancy.  This was unanimously agreed.  Cllr Whorton took his place on the Parish Council.

Minutes of the Last Parish Council Meeting

 

4.1

The minutes of the meeting held on 16th January 2018 were unanimously agreed to be a true and accurate record.  The minutes were signed by the Chairman.

Matters arising

 

 

The outstanding actions list was reviewed.

  • Lengthsman – the pathway bordering the Green needs clearing.  Clerk to action

Open Forum

 

 

Cllr Tomblin invited comments and questions from the public.  The following questions were asked:

  • The owners of 29 and 30 Farriers Close gave a short summary of their reasons for extending their gardens onto BDBC owned land.  Both owners noted that they have apologised for not following due process in claiming unused land for their properties.  They offered to consider additional planting to provide screening between their properties and their neighbours.   They noted that BDBC is now refusing to sell them the land, despite the planning appeal being upheld. 

Cllr Tomblin noted the difficulty of the situation with planning permission and BDBC not selling land.  He further noted that the PC has little power in the issue, as the matter is with BDBC.  Cllr Robinson stated that ward councillors have met with residents and noted that the ward councillors are supporting the PC decision that there should be a gap between the conservation area and the properties.  It was also noted by Bramley PC councillors that the area of land in question is being used to dump garden rubbish.  Issue to be on the March agenda.

  • A resident requested an inspection of the footpath between Grays House and the Vicarage – he believes that there are areas that need to be repaired.  Clerk to action. 
  • A resident noted the poor state of road condition of Vyne Road.  Repeatedly repaired potholes are re-appearing.  Clerk to report to Highways.

Planning & Development

 

6.1

New Applications (see appendix A)

Cllr Tomblin gave a summary of the Planning Committee meeting held on 12th February, outlining the decisions that were made. 

  • Cllr Bell has liaised with Bewley Homes re  18/00099/RES - Land To The North Of Sherfield Road Bramley, and the PC comments have been submitted to the planning officer and directly to Bewley.  All comments should be taken on board by the developer.
  • Cllr Bell has drafted and circulated a response to 18/00006/RET -  4 Cufaude Lane Bramley.  The objections to this application are very similar to the application last year on the neighbouring plot, but the Committee felt that objections surrounding the flood zone of the entire site should be strengthened.  The text for the PC submission was unanimously agreed.  Cllr Bell and Clerk to submit to BDBC.

One new planning application has been received since the Committee meeting:

  • T/00081/18/TPO - Open Space To The Front Of 39 Wallis Drive

1 Lime: full crown reduction of 40% (10m) leaving a total height of 12m with an approx crown spread of 8m

The BDBC tree officer’s view to be supported by PC.  Unanimously agreed.  Clerk to process.

6.2

Approvals/Refusals/Pending (see appendix A) – these were noted.

18/00366/RES – Land South of The Street - see appendix A. 

A number of issues with this application have been identified by the Planning Committee.  The Clerk has contacted the developer to set up a face to face meeting sometime within the next week.

6.4

Minchens Lane development – Phase 4 reserved matters – the recent meeting with the developer was noted, and concern has been expressed by the Planning Committee that the outcome of this meeting does not seem to have incorporated into the documentation for the application as yet.  The Clerk is chasing Persimmon and the Planning Officer for amended plans; assuming these are forthcoming, no objections are recommended.

Update on Planning Enforcements

17/00206/ADV - Bramley Post Office Sherfield Road Bramley

Display of 1 no. externally illuminated Fascia Sign and 3 no. window graphics

This has been passed to the Planning Officer’s line manager for a final decision.  The Clerk is continuing to chase.

17/004499/RET – 29-30 Farriers Close, Bramley

Whilst the appeal for this application was upheld, BDBC have indicated that it intends to seek repossession of the land in question.  This action is supported by the BDBC ward councillors.

17/00942/FUL – Land Adjacent to The Oaks, Cufaude Lane, Bramley

The application to vary the injunction was heard at the beginning of February, and the Judge found against the applicant.  Therefore, BDBC have begun enforcement proceedings against the occupants who arrived just after Christmas.  They have been served three weeks’ notice to quit.  If they remain on site after the notice period, then BDBC will need to return to the courts to obtain the necessary order to enforce departure.

The occupants who were at the site before the whole site injunction was served are also being served with enforcement procedures, but the Clerk understands that the procedure will take longer for these occupants. 

There is still no news on the appeal.

The Clerk will pass on updates as she receives them.

Parish Environment

 

6.1

Village spring clean campaign – a resident led initiative for a spring clean campaign in the village has led to solid support from the community.  The spring clean is being carried out under the Keep Britain Tidy umbrella, and is due to take place on Saturday 3rd March.  It has been proposed that the Parish Council should support this event by purchasing equipment and funding refreshments at the Pavilion for all participants.  This was unanimously agreed.  Up to £250 agreed.  Clerk to take forward.

7.2

Village War Memorial – Cllr Bell has been investigating the possibility of placing a War Memorial in the village.  He has spoken with the Church, who no objection to the idea, but stated that the annual memorial service would still be at the Church.  A suggested location for the memorial is at the triangle at the Minchens Lane junction.  Cllr Vaughan noted issues with the possible locations, and also noted that the cost could be prohibitive.  Cllr Bell is awaiting feedback from item in the parish magazine article.

The Clerk has distributed details of memorial benches, which councillors felt might work better than formal war memorial.

 

 

7.3

WW1 Commemorations – Cllr Bell has placed beacon plans in the parish magazine and is awaiting feedback from residents.  A soup kitchen has been suggested as refreshments – a bowl of soup and hot drink would work on what could be a cold night.  This will be approximately £4.25 per head.   

Cllr Vaughan mentioned the Silent Soldier campaign run by RBL – this will be investigated further.  He also noted that a fund raiser for RBL is being investigated, in the form of a charity cycle ride.

Reports from Parish Council representatives

 

a.

Allotments and Burial Ground   

  1. Burial Ground water survey – following recent inspections of the Burial Ground which highlight standing water in one area and wetness of the ground throughout the site, the Clerk has contacted three firms with regards to carrying out a ground water assessment.  One firm has come back with a firm proposal, information is awaited from a second, and the third has yet to respond.  It appears that a full survey could cost anything between £850 and £3000.

Village Hall Trust

 The last meeting was not attended by Bramley PC due to the clash with the Planning Committee meeting.

Clift Meadow Trust – Nothing to report at present.

Education & Schools – no report.

Police & Neighbourhood Watch – no report.

Highways/Footpaths - the footpaths leaflet is now ready for publication.  Cllr Ansell has obtained a quote for printing of £515 for 1000 copies.  Leaflets can be placed in the following locations:

  • Bramley Inn
  • Bakery
  • Doctors Surgery
  • Sherfield Shop
  • Pubs - Sherfield

It was unanimously agreed to print 1000 leaflets.  Clerk to liaise with Cllr Ansell and Greenhouse Graphics.

Road Safety Project – no report.

 

9.2

Borough Councillor Report - Cllr Robinson gave a verbal report:

  • Leisure park – the contract is ready and is about to be signed.  An ice rink is not viable at present with current suppliers; another is being sought.  The rink must be commercially viable.
  • Manydown – a developer has been chosen, but not yet published due to 10 day appeal period.  There will be one main developer for the whole site in partnership with BDBC and HCC. 
  • The whole site injunction and enforcement at Cufaude Lane was noted.  However, this does not cover occupants already in place before December.  The injunction should stop occupants re-settling within quite a large area.
  • Kriby Drive estate – Cllr Robinson has managed to contact Taylor Wimpey, and the broken light should be repaired very soon.  The whole site should be formally adopted by HCC within the next month or so. 
  • Cllr Robinson noted recent death of Sandy Johnson, a well-known Borough and Parish Councillor. 

 

 

 

 

 

 

9.3

County Councillor report - Cllr Vaughan gave a verbal report:

  • Number 14 bus route – Cllr Vaughan has written to the HCC Member for Transport expressing local concerns.  He has also written to Stagecoach with the same concerns.
  • The main HCC budget meeting is next week.  Council tax is likely to go up.
  • Air pollution – Meridian have approached Cllr Vaughan with regards to doing an article on air pollution in general and in Bramley specifically.
  • Closures of Ash lane and Welshmans Road were noted. 
  • HCC is looking at the issue of home to school transport – there is a residents’ consultation which can be found on the HCC website. 
  • Surface dressing plans have just been issued for coming year – Ash Lane to be resurfaced. 
  • Cllr Vaughan asked if the road island opposite Vyne Road by the Church could be tidied up by the Lengthsman.  Clerk to investigate.

Payments and reconciliation approval (see appendix B)

The Clerk noted the payments on the reconciliation, with particular reference to the following:

  • Payment is due for the PC funded defibrillator
  • The grant from HCC  for the Community Speedwatch team has been received – this needs to be passed to the CSW team, along with the match funding from Bramley PC
  • 2 new invoices have been received today, as outlined below:
    • Bramley PCC – parish magazine pages Sep-Jan - £500
    • UK2 – 1 year domain registration - £7.79
  • All other payments are as expected.

It was unanimously agreed to approve the payments for February – Clerk to process.

Receipts were noted.  Allotment rents are now due, and a number of requests for headstones and inscriptions have been received for the Burial Ground.
