3.0 Cambell Road Roundabout

Following some public enquiries raised on the google group about the roundabout on the junction of Campbell Road, the PC has requested that the Senior Engineers from Hampshire Highways come along to the next parish council meeting on Monday 21st May at 7.30pm. Two professional colleagues from HCC who have been with this project from the first public consultation and remain responsible for delivering the various improvements schemes, will attend the meeting so you have the opportunity to hear the rationale behind this project and ask any questions which the Parish Councillors have not yet raised.

The Parish Council meeting immediately follows the AGM which is at 7pm in the same room.

I have provided here some additional information which was sent to Parish Councillors last week in preparation for this meeting.

Additional information

During the two-year consultation period, there was a traffic survey carried out by HCC – results fed back to the PC are:~

  • Typical traffic volumes per day (0700-1900):
  • There were around 5500 vehicles on Sherfield Road
  • There were around 2000 vehicles on Campbell Road
  • Average speeds were in excess of 35mph
  • The number of vehicles turning between the roads were around 3000 (again from 0700 - 1900). This included around 600 movements from Campbell Road to Sherfield Road during peak periods.

The proposal for the roundabout come forward following concerns raised during the consultation period about the conditions at the junction, especially in the peak. Other reasons were that it will hopefully reduce speeds significantly on Sherfield Road (the scheme also includes measures to slow traffic on Campbell Road), it will make the village less attractive as a rat-run and reduce the danger from turning traffic "taking chances" to get out of Campbell Road.

There was ongoing consultation with the Parish representatives and with elected members at HCC and BDBC, all of whom supported the continued development of the scheme and therefore Highways took it forward.

According to the electoral roll, there are almost 1,000 residential dwellings beyond the Campbell Road junction, most of which have multiple occupants and more than one car (this is about the same size as Baughurst and almost the size of Pamber coming off one junction). In addition there is traffic from the care home which has 77 residents plus staff, visitors and catering/other deliveries, the industrial units with the staff, visitors and commercial deliveries, and Bramley Camp.

In August 2010 the PC had a Speed Limit Reminder placed in Campbell Road, this recorded 36,284 incidents in a 4 week period of vehicles exceeding 35mph, which equates to 1,208 vehicles per day triggering the SLR.

In addition to the roundabout, the following schemes are planned over the next two years (some plans and maps are on the PC website, others are awaited).

• Bus stop improvements on The Street
• Pedestrian Crossing improvements on The Street
• Footway improvements near the corner of Minchens Lane
• Pedestrian improvements on the Street between Minchens corner and the level crossing
• Junction improvements near Pound Close
• Footpath improvements to the end of the Cinder Track
• Junction Improvements at the top of Bramley Lane, leading to the school
• Gas and mains drainage improvements in Moat Close
• Pedestrian access and parking improvements in Moat Close
• Pedestrian improvements near Strawberry Fields
• Pedestrian crossing improvements near The Smithy
• Gateway features on Sherfield Road between Lane End and Farriers Close
• Bus stop improvements near Bramley Green Road
• Extensive carriageway Surfacing and repairs from near Longbridge Road up to Silchester Road, including the very worn and uneven area near the level crossing
