MINUTES OF BRAMLEY PARISH COUNCIL

HELD IN THE BRAMLEY ROOM AT THE VILLAGE HALL ON MONDAY 19 MAY 2014 AT 7.00 PM

THOSE PRESENT:  Cllr A Durrant (Chairman), Cllrs C Holland, M Bell, J Grieve and C Wright.

APOLOGIES:  Apologies for absence were received from Cllr B Ansell and approved.  No apologies received from Cllr Greggor.

IN ATTENDANCE:  Clerk to the Council.

Cllr Holland announced that Cllr Richard Wood has resigned from the Council, having provided sterling service for many years and councillors wished to thank him and wish him well for the future.  Cllr Holland also stated that Cllr Penfold had moved to Yorkshire and had not been in attendance at a meeting for six months.  

1.       ELECTION OF CHAIRMAN

Resolved: Cllr A  Durrant is elected as Chairman of the Council for the forthcoming year.  Cllr Durrant signed his Declaration of Office.

Cllr Durrant thanked Cllr Holland as outgoing Chairman and other members for all their hard work in improving the communication and transparency of the Council over the last year.

2.      ELECTION OF VICE CHAIRMAN

Resolved: Cllr M Bell is elected as Vice Chairman of the Council for the forthcoming year.

3.     MINUTES OF MEETING

The Minutes of the meeting held on the 17 March 2014 were approved and signed as a true record of the meeting.

4.    DECLARATIONS OF INTEREST

There were no Declarations of Interests.

5.         APPOINTMENT OF COMMITTEE MEMBERS,  WORKING PARTIES AND REPRESENTATIVES

Members Resolved the following representatives to serve on committees and working parties of the Council.

7.    PLANNING

Cllr Durrant provided an update on Planning Applications which were considered by the Council.

  • Bramley Inn – 13/0252 – Approved
  • Coopers Lane – to be circulated to members
  • 24 Strawberry Field – members to advise
  • Razors Farm application  - still ongoing, Borough Cllr Tomblin stated that a decision is expected later in the month.
  • Minchens Lane – The Council has submitted its comments to BDBC, no feedback to date.
  • Path across Clift Meadow passed to members for comment.

 

8.   TO RECEIVE THE STATEMENT OF ACCOUNTS, AND AGREE BANK MANDATE

Members agreed the schedule of cheques to be signed. Cllr Grieve stated that there have been delays in receiving a new cheque book from the bank and cheques have been returned as incorrect signatories’ numbers have been used. It was Resolved that all members of the Council and the Clerk will be cheque signatories.  The bank statements from December 2013 have still not been received despite Cllr Holland requesting these. Cllr Grieve agreed to contact the bank again. Until these are received the Clerk is unable to complete the year end accounts.

9.    POLICE

PCSO Rickaby provided a verbal report on crime in the area which has decreased. He stated that the Police were responsible to prevent, detect and deter crime.  Crime in the area can be identified using crimemap.co.uk. He stated that there has been a decrease in the number of police Officers at Tadley.

10.BOROUGH COUNCILLOR

The Chairman welcomed Cllr Tomblin to the meeting and invited him to address the Council on Borough issues.

Cllr Tomblin stated that at present local elections are taking place.  He stated that a large housing development in Whitchurch has been refused which is outside of the local plan, this identifies that Neighbourhood Development Plans are being effective.

 

11.         PUBLIC COMMENTS

Members of the public raised questions to the Chairman. These included concerns regarding perceived lack of communication and questions regarding the development at Minchens Lane.

Some residents expressed concern that the survey undertaken by the Council did not show a clear mandate as only 171 residents made comment.  The Chairman stated that the Parish Council did not fall short of consultation as a series of consultation documents and public meetings were held around the Parish.

Cllr Tomblin commented that the Parish Council undertook very good publicity, he advised  the public to write as an individual to the Borough Council, all objections are summarised.

13.         APPOINTMENT OF LOCUM CLERK

Following the resignation of the Clerk it was agreed that the Council would appoint a Locum Clerk during the transitional period of the permanent appointment of a Clerk.  Cllr Grieve and Cllr Durrant will make the necessary arrangements.

14.               DATES OF MEETINGS

It was agreed that a meeting will be arranged for the Annual Meeting of the Parish and an Extraordinary meeting will be held to sign off the Annual Accounts.
