The Chairman invited questions and comments from those present. He noted that any question re Longbridge Road would be accepted and addressed under that agenda item. Venetia Rowland introduced herself. She noted recent s planning applications for Sherfield-on-Loddon. Mr McCorry questioned whether the PC has a litter warden, and noted particular problems with littering near the shop. Cllr Durrant stated that the PC does have a litter warden who covers the central part of the village, including near the shop. She also reports fly tipping and areas outside of her remit to BDBC. Clerk to check when she is next likely to be doing her round, and to publish the regular route on the PC website. A resident suggested approaching the shop directly for possible funding and keeping the area around the shop clear. A resident noted that there has been a suggestion that the Cufaude Lane road closure may be made permanent. Cllr Durrant noted that it is a Highways matter, and that the PC has received no notification of a permanent closure. Concern was expressed that a permanent closure may happen without the PC being consulted. Clerk to make enquiries with HCC Highways. |

Longbridge Road Green – PCSO Page gave a summary of problems in the area. There have been 19 reported occurrences reported to police in the last 6 months. The majority of these were ASB, but not all. Problems over the summer were caused primarily by youths; PCSO Page noted a marked increase during school holiday times. Cllr Durrant gave background on recent PC enquiries, particularly with regard to the ‘Village Green’. He acknowledged the reports of ASB over the summer. He stated that the PC have no direct powers over the land, but can provide a forum and facilitate possible solutions. After the initial concerns were raised over the summer, the PC contacted the owners of the land to see if they were prepared to work with residents and the PC on possible solutions. Several points became apparent:
The PC agreed to explore what was involved in rescinding Village Green status. However, no decisions have been taken, and will not be taken until residents are consulted. Cllr Durrant noted that the landowner will be asking for the Village Green status to be rescinded. Therefore, whilst the PC will still check the process for this, it is not an avenue that it will be taking. Cllr Durrant stated that the landowner has offered to pay PC legal costs if it ask for rescinding; however, the PC have rejected this offer as it would compromise the PC positon. Cllr Durrant further stated that this is now a moot point as the PC is not asking for the Village Green status to be rescinded. Cllr Durrant finally noted that the PC as it stands at the moment was not involved in the original decision to grant Village Green status. He then invited questions from the public. The following points were raised and answered:
It was finally noted that residents in Longbridge Road, Lane End, Jibbs Meadow and nearby houses in The Smithy should be fully consulted on possible options and solutions. Cllr Durrant stated that the PC would be happy to facilitate by distributing the questionnaire and consolidating responses, and then reporting the results back to residents. He asked that all residents contact the Clerk with possible questions for a consultation by 5th February. A leaflet drop will then be co-ordinated, and the PC will report back to residents with the results. In closing this item, the Parish Council fully committed to keeping residents advised at every stage. |

Local Development Plan update – a consultation has been issued on the proposed final modifications to the Local Plan. The deadline for comments is 8th February. These modifications are considered by BDBC to be minor. Cllr Tomblin clarified – the Inspector made a report with suggestions of areas that BDBC might like to tweak before his final analysis. These changes are the consultation. Cllr Bell noted that the settlement bonuses for Bramley and other areas have been changed from ‘approximately’ to ‘at least’ 200 (for Bramley) houses. Objections will be placed by the PC to this. Councillors felt very strongly that the residents should be made aware of the change so that they can make their own comments to the consultation. Cllr Marshall proposed that a leaflet drop to all households be made highlighting the consultation and the changes that will directly affect Bramley. Cllr Murphy seconded the motion, which was unanimously agreed. Cllr Marshall to draft the leaflet and liaise with the Clerk re printing. It should also be highlighted via Facebook and Googlegroup. |

Allotments & Burial Ground Update – see appendix B. Cllr Ansell clarified the difference between the two quotes for ditching work at the allotments and Burial Ground – one is for manual clearance, the other for heavy machinery clearance. Two empty plots can be used for access. Cllr Ansell recommended accepting the Saunders quote. Cllr Lane proposed the motion, Cllr Murphy seconded, unanimously agreed. Clerk to contact contractor to give go ahead. Cllr Ansell noted finally that an annual maintenance programme is planned. |

Neighbourhood Development Plan – Cllr Bell gave a verbal update. The draft submission plan has been sent back from consultants. Some objections and comments have been made by the NDP working group, which will be fed back. The draft NDP will be with the examiner by the end of the second week in February, and then to BDBC. |

Policing and Neighbourhood Watch – see appendix B. PCSO Johnson noted that his beat has now merged, and figures are for both Bramley and Sherfield-on-Loddon. Councillors noted that ASB incidents throughout Bramley seem to be on the increase – PCSO Johnson stated that much of it appears to be perpetrated by the same person. The police are looking into this. PCSO Johnson emphasised that all incidents should be reported via 101. Councillors asked if there were extra resources that could be put in to policing Bramley – PCSO Johnson stated that as rural crime is a top priority across the borough and not just Brmaley, this would not be possible. |

2016/17 Budget/Precept – the Clerk has circulated the 2016/17 budget to all councillors, and noted that the Finance Working Group have met to consider it. After some discussion it was agreed to adopt the 2016/17 budget. Precept – It was unanimously agreed to keep the precept at the same level of £65,000 as 2015/16. Clerk to process. |

External Audit arrangements from 2017 – the Clerk has circulated information to all councillors. Since the disbanding of the Audit Commission, NALC have been facilitating the creation of a sector-led body who will take over the external audit responsibilities for Parish Councils. This is currently being carried out by BDO llp, and will be for this year. The changes will take effect from 2017. There is no change to the requirement for an internal audit. Parish Councils have the option to opt out of using this body, and appoint their own external auditors. After some discussion Cllr Murphy proposed and Cllr Lane seconded that Bramley PC should not opt out of using the sector-led body for external audit from 2017. |

Required sub contractor work -
The released plot 6 requires land clearance to remove overgrown areas and return to an arable plot. Plot 6 & 7 require replacement fencing posts and fencing. This work will be commenced when the ditch clearance and drainage relief work has been complete.

At the last Parish Council meeting I was unable to attend, however the quotations for the proposed drainage clearance work along the graveyard and allotments was reviewed.
Councilors raised concerns as to the high value of the preferred quote from RC Saunders.
Points for councilors to note are;
The quote from the Bulpitts accounted for none of the above points, we do not believe they have the necessary licensing to operate heavy machinery. Their quote was based on manual labour only.

Beat Report December 2015
Burglaries: Burglaries are a Local Beat Priority across the whole of Basingstoke. There have been two reported Burglaries this month across Bramley and Sherfield which unfortunately is an increase over last month. One house burglary and one shed burglary.
Even though the below advice has been on every beat report for nearly two years I will still promote this advice due to Burglaries being a beat priority set by the local community and I still visit addresses where the owner has not completed the following advice. I ask what would you rather do, spend a little time and money on ensuring your property is properly secure or risk it and end up having to pay much more replacing stolen property or your insurance excess?
Please consider this advice:
Anti Social Behaviour: There have been 7 reports of ASB this month. That is a decrease of 2 reported incidents over the last month, hopefully this will continue to decrease and it was not just due to the Christmas holiday period. If you suffer from ASB and you are a tenant of social housing then you will need to report these incidents to your housing officer before you contact Police. If the offender is also in social housing accommodation then your housing association will have more powers to tackle it than we do. If your housing officer believes Police intervention will help then they will contact us.
A lot of residents have a negative view of how Social Housing Officers deal with ASB however they work much in the same way we do, if there is no evidence or independent witnesses (someone who has witnessed the incident that has not been involved with either the aggrieved or offending family then they cannot take strong action against the offending person/ family.
I would like to encourage all residents to report any incidents of anti social behaviour to us on 101, or if you are a resident of social housing and your issues are with a neighbour also living in social housing accommodation, please report any incidents to your local housing officer, if the problem then persists then your Housing Officer will contact me. Please do report ASB because if it doesn’t get reported then I will not know that it’s happening and therefore I will not be able to focus my patrol time efficiently.
Speeding/ Traffic offences: There has been 1 report of speeding/ dangerous driving reported to us over the last month, this has not caused any traffic collisions.
Speeding is a local beat priority and we use the information gathered from our various Community Speedwatch Schemes (CSW) to target where our speed enforcement operations will be carried out. PC Dean Stickland carries out regular speed checks at various times of the day and on occasions, invites members of CSW to observe him when he does this. PC Stickland has been carrying out speed enforcement around the area and has given verbal warnings to numerous people. PC Bradley has also been carrying out such enforcement.
Below is the way that Speedwatch works:
The Local PCSO will be your Point of Contact expressing your interest in starting a CSW Scheme, it will be your main responsibility to gather as many volunteers as you can. The PCSO will take the initial role of gathering the volunteer details already obtained (and hopefully include a section in their beat report to reach a wider audience!) which will then be passed on to Hampshire’s Speedwatch Co-ordinator and then to the SPOC for Rural Speedwatch who will organise the initial training.
First time and second time offenders will still receive a warning letter UNLESS they are exceeding the limit by a big margin (over 50mps in a 30mph limit) then they will be eligible for a visit immediately without the need of them being caught a third time.
Local third time offenders will be visited by the Police Officer who is covering that area, and will have it explained that we will now be targeting them as they are speeding and not heeding the two previous letters. This visit will be uploaded onto a Public Update on our “Safetynet” system which should then automatically update crime reports. If the offending vehicle is registered to an address which is not local (we have had some third time offenders living in Winchester) then the Police Officer will attend the location and at the time the vehicle has been travelling through to carry out Speed Enforcement with the aim of catching this person, no visit will be requested as we do not want any inconsistencies with advice given by a different Police Officer. If they do live a good distance away then it is very likely that this person is commuting to work and therefore our chances of catching them speeding remains rather high.
There will also be a Speedwatch Newsletter sent out to CSW Schemes by PC Stickland detailing how many people were visited. This letter will be issued quarterly as the number of 3rd time offenders are very low. I will be discussing what information will be placed in this letter with Pc Stickland at a later date.

Suspicious Incidents: There have also been 3 suspicious vehicle/ person reports. The majority of these are Sus Person reports where something about the incident has seemed rather odd resulting in the informant calling us. If you see anything you consider being suspicious please call us on 101 to report it. If there are any units free at the time of the call, they will attend. I am impressed of the detail people giving to us. The majority of the suspicious vehicles that have been called in to us have been with a full registration! It helps us out a lot when we have this line of enquiry as we can normally locate the owner and ask them what they were doing.
Overall: The decrease in ASB reports is brilliant, as previously stated I hope this will remain the case. The harassment report follows on from last months reports. Due to the help of the aggrieved parties in all occurrences, I was provided a name of the person involved and I have carried out a joint visit with the Youth Offending Team (YOT) to his home address and spoken to him in presence of his parents. Hopefully we will not be receiving any more reports relating to him.

Issues –

o Pigeon Close, off Bramley Green Road, - The work has been completed and the area is now safe for all residents, walking or cycling!
o Bullsdown Path, between Campbell Road and Bramley Green Road.
• The completed application with associated supporting information has been submitted to HCC for review, deadline for small grants scheme 25th January 2016.
• We have received the draft Dedication Deed prepared by BDBC solicitors for our approval.
• The project aim is to commence this work Spring 2016 when the local material becomes available.

TRANSPORT/ROAD SAFETY PROJECT
The Hampshire County Council contractor services have attended Bramley (Tuesday 19th January 0630 - 0930) for a site visit around the whole area.
We have received a draft briefing and project plan. This details the full feasibility study will be with Bramley Parish Council by 18th March 2016.
BDBC have been updated on progress.
