4	2019-20 Audit review
4.1	To consider the Internal Audit for 2019-20 The Clerk outlined the review of matters arising from the Internal Audit for 2019-20, held in April 2020. The following points were made: The Council has a subscription for the Rialtas Alpha systems which will simplify reporting for the Council, but is still using a spreadsheet for accounts. The recommendation was to transfer the accounts to the Alpha system. The Clerk has actioned this, and the new system should be online within the next week or so. Where the Council makes grant to charities, it should ensure that their compliance is up to date. The recommendation is to check the Charity Commission website as a matter of routine. This was noted, and the Clerk is already actioning this. The Council has considered getting a debit or credit card for the Clerk to better manage sundry expenses and ensure that regular electronic subscriptions are paid directly by the Council. Clerk to take this forward – any card will need to have a set limit, and the application form will need to be physically signed in accordance with the bank mandate. Last year the External Auditor requested that the commuted sum was treated on a receipts and payments basis rather than an income and expenditure basis. The use of the Alpha accounts system will simplify such matters in the future. All figures for this year’s accounting statement have been adjusted accordingly.	*Clerk* *Clerk* *Clerk*
4.2	i. To agree and sign the 2019-20 Governance Statement – this has been distributed to all Councillors for review. Cllr Ansell proposed that the Governance Statement be signed by the Chairman, Cllr Munday seconded the motion, agreed unanimously. The Chairman duly signed the Governance Statement ii. To agree and sign the 2019-20 Accounting Statement – this has been distributed to all Councillors review. The Chairman noted the alteration to last year’s figures to reflect that the accounts were done on a receipts and payments basis, which meant that the repayment of the s.106 commuted sum to BDBC could not be accrued and has therefore appeared in this year’s audit figures. Cllr James proposed that the Accounting Statement be signed by the Chairman, Cllr Bell seconded the motion, agreed unanimously. The Chairman duly signed the Accounting Statement. All documents to go on the website, redacted as appropriate, and the Clerk will submit them to the External Auditor.	*Clerk*

ITEM COMMENT

1.0 Apologies

2.0 Travellers

Cllr. Holland began by reporting that the planning application ref 13/00998/FULfor a change of use for a gypsy caravan in Cufaude Lane had been refused. It was noted that there had been 403 comments made to the Borough Council relating to this application. Cllr. Durrant explained that the application had been refused on three grounds including that the area was vulnerable to flooding. Full reasons given by BDBC for refusing the application:

1. The proposed development would introduce a highly vulnerable use into an area where there is a high probability of flooding and it has not been demonstrated that the development and occupiers would be safe, and no other exceptional circumstances have been provided to justify the development. In the absence of information to demonstrate otherwise it is therefore considered that the development would be contrary to the National Planning Policy Framework and Planning Policy for Traveller sites.

2. Inadequate information has been submitted to demonstrate that acceptable sightlines, provision for turning, loading, parking and access crossover can be achieved for vehicles including service vehicles and towed vehicles, without interference with the movement of road users. It has therefore not been demonstrated to the satisfaction of the Local Planning Authority that the proposal can be accommodated without resulting in harm to highway safety and the proposal would fail to accord with the National Planning Policy Framework and Saved Policy E1 of the Basingstoke and Deane Borough Local Plan 1996-2011.

3. The proposal fails to contribute to infrastructure and community facility requirements and as such would result in an undue pressure on local infrastructure to the detriment of the amenities of the area. The proposal would therefore fail to accord with the National Planning Policy for Traveller Sites, the National Planning Policy Framework and Saved Policy C1 of the Basingstoke and Deane Borough Local Plan 1996-2011.

Cllr. Durrant went on to explain that there is a Local Plan Traveller Policy which is available for viewing on the BDBC website.

Geoff Scrutton explained that he is the only person employed by a district council to deal with unauthorised encampments, serving notices to quit etc. He explained that the Borough has no transit sites and no permanent sites. He explained that since April there have been 83 encampments and he expects this number to have reached closer to 120 by the end of the year. He highlighted that there are two main groups of travellers who are going to continue to come to the Bramley and Sherfield on Loddon areas and that they will stay on such places as verges and fields. He explained that there is a group who have local connections and another group who come from other parts of the country and travel over the summer months. He explained that while Bramley has had a lot of unauthorised encampments, it is not unique to the village and Beggarwood has also experienced frequent traveller movements.

He explained that part of his role is to issue notices under S77 Criminal Justice and Public Order Act 1994, the details of which are copied below:

• can only be used by a local authority;

• can be used on any land within the local authority’s area, irrespective of ownership;

• are used to remove identified individuals from land;

• only require the involvement of the courts when unauthorised campers do not leave when directed to do so;

• possession is enforced by local authority officers or private bailiffs employed by the local authority;

• the return of unauthorised campers and/or their vehicles to the location within three months carries criminal sanctions.

He explained that it usually takes between 10 and 14 days to remove travellers from a site and they usually leave the day before a Court date. As they often move only a short distance the process is then repeated for the new site.

Cllr. Holland remarked on the cost of this process and explained that solutions were being sought by the Parish Council which would prevent this ongoing cost, while not fortifying the village.

Geoff Scrutton explained that the Community Wellbeing Overview and Scrutiny Committee met to consider the ‘Scrutiny of the council’s policies and procedures with respect to Travellers including the position on the provision of a transit site and interpretation of European Union and national legislation in comparison to other authorities’.

The decision at the time is as follows: The development of a transit site within the borough should not be progressed at this time because the evidence obtained during the scrutiny did not demonstrate that it would prevent unauthorised encampments. If other councils in the south east establish a network of transit sites, and government funding becomes available again for the provision of transit sites, the situation should be reviewed.

David Winter explained that from a Police perspective, across Hampshire and the Isle of White, the Basingstoke region has roughly two thirds of the unauthorised encampments, due in part to the local connections of some of the community. He explained that up until around 2007 the Police did not really do anything when there was an encampment, other than to visit the site. He explained that since around 2008 they have been assisting local authorities under S62 of the Criminal Justice Act which gives them the power to direct a group to leave land they are on. This can only be used for certain locations and exolained that this does not apply to highways and verges.

He also explained that Hampshire Police deal with the issue of unauthorised encampments under the title of Operation Quebec. Their role is to identify those sites, visit and assess them and identify breaches of law. They undertake a risk assessment as to the location of the site and work with local partners to try and resolve the situation. They also look to provide a re-assuring presence to the local community.

The main piece of legislation that deals with this issue is the Criminal Justice and Public Order Act 1994. There are 3 sections of legislation:

S61 Criminal Justice and Public Order Act 1994 - power for police to serve a notice on an unauthorised encampment for them to quit the land within a given time frame - this land does not include land forming part of a highway. Certain criteria have to be met in order for the police to issue this notice and it is subject to a review and risk assessment process. This does include the effect on the local community.

S62 Criminal Justice and Public Order Act 1994 - provides police with the power to direct an unauthorised encampment to leave the land and go to a relevant caravan site which is maintained by the local authority. There are currently no relevant caravan sites within Hampshire and the Isle of Wight to direct unauthorised encampments to.

S77 Criminal Justice and Public Order Act 1994 - provides the Local Authority (Basingstoke and Deane and / or Hampshire County Council) with the power to remove unauthorised encampments from land including that land which forms part of a highway.

The legislation can only be enacted if the owner of the land has already asked the encampment to leave - if the owner is happy for them to remain, then none of these powers could be exercised.

Over the last few years, the unauthorised encampments have evolved their own activities in order to prevent the issuing of an order by police to leave land. As an example, unauthorised encampments no longer use school playing fields, local community sports fields, sites of special scientific interest, shopping centres and other local community land. They tend now to use land forming part of a road belonging to private landowners or the local authority and this tends to allow them a little more time in one place before court papers are obtained and served by the local authority.

The Police have to prioritise their workload with regards to how much time they spend on dealing with individual issues, however, all unauthorised encampments are reviewed on a daily basis at thier Daily Management Meeting. Each encampment is allocated to an officer to visit once on each tour of duty.

Part of thier risk assessment process looks at where the unauthorised encampment could go to if they were moved and would that be worse than where they currently are?

Hampshire Police do talk to the Local Authorities at a senior level in order to identify key issues and raise issues such as the lack of a transit site - the key issue for us is to have an alternative site for us to direct unauthorised encampments to.

Cllr. Bell explained that the Neighbourhood Development Plan steering group are currently consulting with members of the community, and that this will include the traveller community. He explained that his group will meet with the travellers with the hope of engaging with them to discuss their needs. The NDP group will then be able to make an informed recommendation within the NDP. He explained that the NDP, following a successful referendum, becomes planning policy.

Judith Foyle from the public asked Geoff Scrutton to confirm that the traveller movements thoughout the region increases over Spring and Summer and asked why this is the case. He replied that there are some members of the traveller community who do own permanent homes throughout the Country, which they live in during the winter months, but that they enjoy the traditional traveller lifestyle and choose to travel during the months where conditions are more favourable. He also explained that some of the local travellers have now been accommodated in permanent housing.

John Morris from the public asked about some new guidance which was published in August. Geoff Scrutton explained that in reality this document merely clarifies what powers were already available with the only change being relating to the serving of temporary stop notices. He explained that the Dale Farm site had perhaps been the catalyst for this as work on the site was carried out without planning approval.

Ian Simms from the public asked some questions relating to the Police Powers. David Winter explained that arresting those responsible for criminal offences such as arson, would not in fact solve the matter of unauthorised encampments. He also commented that there is not always sufficient evidence as residents living nearby and other witnesses to such criminal acts are often reluctant to report or make statements about them, however he felt that the fears that they may be subjected to victimisation following submitting a statement are unfounded. He went on to explain that Bramley is a safe place to live. He later forwarded the following statistics for inclusion in the meeting notes:

All Crime reported 1st April 2013 to now - 96 crimes.

Anti-Social Behaviour incidents reported 1st April 2013 to now - 119 incidents.

All Crime reported 1st April 2012 to 13th September 2012 - 115 crimes.

Anti-Social Behaviour reported 1st April 2012 to 13th September 2012 - 95 incidents.

Crime is down year on year and is also 28% below target for this current year - April 2013 to March 2014. The increase in anti-social behaviour calls is due I believe to the unauthorised encampments - when one is reported, the incident is classified as an anti-social behaviour call. Other related calls are also classified in the same way.

David Winter explained that police powers do not exist to prevent travellers from entering land. Powers available to them are more reactive. Mark Slater from the public explained that he had phoned the police to report the travellers breaking and entering at a site in Bramley and was disappointed that the Police could not prevent them from accessing the site. He asked why there is protection for the travellers and not the community in this regard.

Ray Morton from the public asked whether reopening the site at Dummer would ease the position in Bramley. Geoff Scrutton replied that there was no way to tell and would be wholly dependent on the choices of the travellers. He reiterated that many of the travellers visiting the area have local connections and this is where they want to be. He also explained that there is evidence that they are being gainfully employed within the area as they have been seen to be burning garden waste and trees as a result of landscaping work locally, and suggested that this offers them greater incentive to remain in the area.

Hannah Robson asked why Dummer was closed down, and queried that if it was because of disturbances at the site, how would we prevent that from happening at a new site. Geoff Scrutton advised that a small site for known people would offer easier management of the site and explained that any proposal should be for a contained area so that it could not extend beyond the approved boundaries.

Vince Castle asked what steps can be taken to prevent the Cufaude Lane site from filling up despite the two planning applications for change of use being refused. It was explained that there was a website selling 48 individual plots of land for around £9,000 each, most of which are now sold and those purchasers may or may not have then sold them on.

Keith Owen asked whether they could be obliged to take a stake in the society in which they live, suggesting they receive benefits of society but do not appear to contribute financially. He asked if there was a way they could be charged if they were offered somewhere to stay.

Cllr. Bell and Geoff Scrutton jointly explained that there is a local group of travellers who have requested that if a small site sufficient for 3 caravans could be developed locally, they would be prepared to pay for the running costs. The NDP group feel that if no site is available, the encampments will continue, but that the inclusion or not of a traveller site within the NDP was to be determined by the community.

Geoff Scrutton reported that of the 117 district councils surveyed, only 5 were providing accommodation to travellers, the main stumbling block being planning permission. He explained that there are funding schemes available to set up sites but effectively the Parish Council would find themselves on the other side of the fence struggling to obtain planning permission should it wish to consider developing such a site.

Pauline Walker asked whether caravans pay ‘rates’ the same as people with houses. It was felt that this was unlikely.

Christine Davies asked why, when they leave rubbish and mess when they leave, they should be invited to be part of the community.

Judith Foyle commented that there has been a small site with 2-3 caravans on the road to Monk Sherbourne and that there has been no trouble there, observing that if you did not know the site existed you would not notice it on passing. Geoff Scrutton explained that this group used to trespass frequently but they no longer do this as they have their settled site.

Cllr. Holland thanked the contributors to this discussion and explained that the parish council would continue to work with the NDP and the BDBC Local Plan team on considering possible future solutions, while continuing to work with Geoff Scrutton and his counterpart at HCC, and our PCSOs to manage unauthorised encampments as they occur.

David Winter added the final comment that at present the Police do not have any real tools to address the matter of unauthorised encampments and that the setting up of a transit site within the Borough or County would be helpful.

3.0 Local Plan consultation

Cllr. Durrant was asked to report on the current status of the Local Plan. He explained that the Borough were proposing the development of 748 new homes each year throughout the plan period until 2029. He explained that the consultation was open until 4^th October and that members of the public are able to offer their own responses to the draft Local Plan. He explained that the parish council would submit an approved response within the consultation timeframe. He reiterated that the parish council had consistently requested respite from development and asked for any allocation for Bramley to be towards the back of the plan period.

He reported that the Draft Plan includes two specific strategic sites – Cufaude Farm and Razor’s Farm with a total estimation of 810 units. In addition there has been an allocation to be met through Neighbourhood Development of a further 200 units within the settlement boundary running alongside the C32. He explained the timetable for the plan which should follow a route to adoption around July next year.

He urged people to get involved and directed the public to the website with the relevant documents and the response forms and reiterated that the more responses submitted from the community, the more influence they may have over the final decision.

Cllr. Bell reminded the public that the NDP group are assessing sites for the proposed 200 units within the draft Local Plan. The NDP will make a recommendation about the best site for such development within the village, and will also have the challenge of determining what future infrastructure developments will be needed to accommodate the increased population.

Cllr. Durrant explained that there were some pre-set objectives when considering development within the village, including the percentage of affordable homes being set at 40%, 13% of which would be social housing.

Paul Willis asked if the higher than average allocation of affordable and social housing at the German Road development could be offset against the current guidelines for new development. It was explained that previous housing would not be able to offset the current demands for affordable housing.

There was comment from the public about local people having to leave the village to be able to afford to buy their own home, and the Parish Council was asked what could be done to assist local people to be able to stay in the village. There was an observation that the recent large development was largely occupied by people from outside of Bramley.

Cllr. Durrant reported that there are currently 72 residents within the Bramley parish who require affordable housing and that the 40% allocation would meet Bramley’s local housing needs.

A gentleman from the public who had been a Bramley resident for 24 years commented that they can’t just keep putting up houses without considering the other problems such as the school which is already full, the number of cars in the village and the parking problems. Cllr. Durrant explained that the Parish Council had taken a very strong stance on infrastructure in its representations to the Borough Council throughout earlier stages of developing the Draft Local Plan and would continue to do so.

There were more comments from the public about the inadequate infrastructure and amenities and it was explained that when a development takes place, contributions are attached to them by way of Section 106, or Community Infrastructure Levy, in order to fund improvements which recently included the expansion of the primary school.

Peter Hayes from the public wondered whether residents would consider changing their lives or making compromises for the greater good of the village. He explained that while many people complain about traffic, speeding etc, there is an excellent bus service which remains largely unused for example. He suggested that if more residents considered other resources available it would make things better for everybody.

Steve Ryder commented that many residents would have no idea where to start when thinking about where 200 homes should go and asked how these decisions are made. He said it was easy to think about what people did not want. Cllr. Bell explained that it is a difficult challenge that the NDP group have to consider but that the NDPs recommendations would all be evidence-based, after a long period of fact-finding, with consideration to how Bramley should look in 15 years time.

There were some queries about business units, shops etc and it was explained that on previous occasions development plans have included proposals for commercial or business services in the village but that they have not been taken up. It appears that there is not a great commercial demand in Bramley and some units at Campbell Road business park remain empty.

4.0 Proposed new youth facility

Cllr. Holland explained that £321,000 of S106 developer contributions were available to be spent on a new youth facility in Bramley. He reported that Tadley are considering similar proposals but have had to borrow £500,000 for such a scheme, whereas the proposals for Bramley will not cost the community for the initial development. He explained that while the pot of funding is specifically intended to provide facilities within the village for Bramley’s young people, while it is not being used by such groups it will be available to hire for other uses, such as birthday parties or other community groups.

He explained that a business plan had been approved by the Borough Council who are funding the scheme. It was noted that the risks were currently being assessed and with running costs appearing to be around £7,000-£10,000 per annum there was a possibility that the facility would need some grant funding. It was explained that the parish council budget includes an annual allowance for grants and donations to support the community, and it was felt that the parish council would be able to continue to provide on-going assistance to the various community facilities without affecting the level of Precept.

He also explained that if the S106 pot of money is not spent by May 2015 it will be returned to the developer and the community would have lost the opportunity to develop a facility which will benefit the community for many years.

Cllr. Janet Grieve explained that iro £120,000 of S106 developer contributions are also available to Bramley for ‘playing fields’ and the Parish Council are working with the Borough Council and the community to get the best use of these funds. Proposals being considered include a new play area behind Bromelia Close which has been requested by the parents and children living there. Another proposal being considered is outdoor exercise equipment and a comparison was made with the exercise are in Chineham, but it was explained that the scheme there has a high maintenance cost and alternatives were being considered for Bramley. Also on the list is the refurbishment of the tennis courts, again funded by the S106 pot.

Judith Foyle from the public asked whether there would be additional parking at Clift Meadow. It was explained that while the footprint of the car park would not change, there was a plan to tarmac more of the car park to make it more usable.

It was explained that the process of consultation is ongoing and that there is expected to be a further consultation day during October.

Hugh Tottenham who represents the Clift Meadow Trust reiterated the need for volunteers and explained that the future success of these facilities lies with the level of community support for them. In particular the youth club is in need of more adult supervision and people are urged to come forward to volunteer a couple of hours of their time now and then.

3	Minutes of the Last Parish Council Meeting
3.1	The minutes of the meeting held on 18^th February 2020 were unanimously agreed to be a true and accurate record and were signed by the Chairman.
3.2	Matters arising
	i. Outstanding minutes actions/task list The list was reviewed. Bramley Green 40mph speed limit – the Clerk has had a reply from HCC. Essentially, that stretch of road does not have a high enough level of density or recorded accidents to warrant a 30mph speed limit, and given those factors is a low priority for review.
4	Open Forum
	Cllr Durrant invited comments and questions from the public. None.
5	County Councillor Report – see appendix A.
6	Borough Councillor Report Cllrs Robinson and Tomblin gave a verbal report: Manydown DC meeting – this is due to happen on 24^th March – it is likely to happen despite Covid-19 issues. The only thing that might stop it is if enough officers are actually ill. POST MEETING NOTE – subsequent to the Government announcement on 23^rd March, all BDBC meetings have been cancelled for the foreseeable future. This is being reviewed regularly. Site adjacent to Clift Meadow Surgery – Cllrs Robinson and Tomblin are very pleased with the outcome of last week’s DC meeting with this application being refused. Any future applications for the site will need to be approached with care. Local elections have been postponed for 12 months due to Covid-19, so current arrangements will stand for now. SHELAA reviews – Members Advisory Panel has been postponed due to Covid-19, but papers have been sent out to members for comment. Cllr Durrant asked if Bramley feedback is being taken seriously – Cllr Tomlbin stated that it has certainly been noticed and acknowledged.
7	Parish Environment
7.1	Update on Wildflower meadow proposal for Bramley Green – Cllr James and Cllr Bell confirmed that the existing contractor for grass cutting will be unable to carry out the necessary work for the wildflower meadow. HIWWT have suggested leaving the cut until the summer (July/August) anyway, so existing contractors will not cut the test area for the present. This will give time to find contractors to do just the test area for cutting. Stratfield Saye Estates are being kept up to date. They are very supportive.	*Cllr James/ Cllr Bell*
7.2	Climate Emergency proposals – deferred to next meeting. Discussion via email for present. Cllr James is heavily involved with local initiatives, and will circulate proposals.	*Cllr James*
7.3	VE day celebration proposals – it was unanimously agreed that no event would be put into place, due to the current situation concerning the Covid-19 virus.
8	Clerk’s report & Administration - The Clerk gave a brief verbal report. The Clerk has circulated a draft policy covering what to do in the event of high consequence infectious disease outbreak, such as the current situation with Covid-19. The policy discusses when and how the emergency measures should be triggered, and how the Parish Council will operate under those circumstances. Cllr Durrant proposed and Cllr James seconded that the policy be adopted. Unanimously agreed. Cllr Durrant then proposed that the emergency conditions should be triggered at the end of this meeting for the foreseeable future. This was seconded by Cllr Capel and unanimously agreed. 8.1	Parish magazine article – the author for the next article for the Parish Magazine will be Cllr Ansell. The deadline is 15^th March.	*Cllr Ansell*
8.2	IT Project update – The Clerk gave an update. A launch date of 31^st March for the new website has been suggested. The Clerk is working with Cllr Ansell and the supplier to make this happen. 9.1	Reports from Parish Council representatives
a.	Planning Committee – see appendix B. Site at Cufaude Lane – Mark Chapman has now left BDBC. Clerk to check which BDBC officer is handling it. Sewerage – Cllr Bell outlined his proposed response to officers at BDBC on why Bramley PC wish to meet with them. Outlined reasons are: To find out the BDBC response to the letter from Thames Water. How did conditions on Minchens and Land South of Silchester Road get lifted? How can Thames Water say the sewerage arrangements in the application for Land South of Silchester Road are acceptable in view of contents of the Thames Water letter? Are BDBC going to question Thames Water concerning Land South of Silchester Road after the report that Bramley PC sent them? What Implications does the Thames Water have for the SHELAA. This was unanimously agreed – Cllr Bell to reply to BDBC as outlined above. Thames Water letter and our original letter to go on website once meeting request has gone in. Cllrs asked for a list of who uses the stage and curtains and how often. If they are a fire risk, then they should be taken down for now. Highways have brought in extra resources to tackle the road damage caused by the wettest weather for 100 years. Over 50 repair gangs, 4 pothole patchers and 21 drain cleansing units.
HCC’s share of the £2.5 Bn promised for road and pothole repairs will be a welcomed boost, although the AA reports that the more accurate figure needed is £9.9Bn
SKANSKA who are contracted to do our highways have hived off their infrastructure service division which are the ones that do our roads. They will however continue until the company has sorted itself out.
Fly tipping continues apace although not as bad in Hampshire as elsewhere. It is estimated that a black bag gets dumped every 3 minutes. It seems the main actions are predominantly from criminal gangs. If residents pay for rubbish to be taken away and that is then dumped, the resident can and will be held liable.
HCC are looking for volunteers to lead men’s groups in your locality towards better mental & physical health. Please ask me for details as to how these groups can be set up.

The collapse of Flybe is likely to be a huge blow to the Hampshire economy if only because of the interconnectivity with other regions. It is likely that the profitable routes will be snapped up by other providers but as always, the worst (but no less important) routes may not.

Of particular note is the application for Land Adjoining Clift Surgery (19/03100/FUL), which was refused by the BDBC DC Committee on 11^th March (last night). This is likely to have future ramifications for the Surgery, as the landowners have now stated that they feel that they have little option other than to exercise their legal right of access via the Surgery car park. However, there is at present no technical application for building on the site.
5.	20/00319/FUL – Land at Silchester Road
	The planning application was discussed at full council in February, and the PC objections have been submitted. There are enough objections from residents that the application will go to the DC Committee should it be recommended for approval. Clerk to submit further comments re Conservation Area and Heritage in the light of Goddards Farm appeal decision. After some discussion, it was agreed that Bramley Parish Council should speak at the DC meeting for this application, and that Cllr Bell would do so. 6.	Raising of flood plain land at Centenary Fields site
	It has become apparent that the land at the Centenary Fields site has been raised up to above the level of the road height. As this land is a flood plain, this may well lead to problems in the future (recent weather conditions have indicated that this will be so). Cllr Flooks and Cllr Tomblin have been liaising with BDBC and Bewley on the issue. It has been referred to enforcement officers to take forward, as the planning permission states that the land height should not be raised.
7.	Water Issues
7.1	Update on sewerage issues – Cllr Bell has received a response from Thames Water, confirming the completion of flow surveys. Thames Water have essentially acknowledged that there are issues, and they are looking at short term solutions to some of them. In the longer term, they are developing a drainage and wastewater management plan which will look at the future capacity needs aligned with necessary infrastructure upgrades to enable the strategic housing development being proposed in the Basingstoke & Deane area. These plans are due to be complete by summer 2023, but draft reports will be available earlier. Once all the current information has been collated and analysed, a further update will be available in May 2020, at which point Thames Water has stated they would be happy to meet with Bramley PC. This will be to discuss the investigation results in more detail, and provide an overview of the drainage solution, which will be implemented to accommodate the additional flows from the developments. In the meantime, Cllr Bell has forwarded the Thames Water response to BDBC, and requested a meeting with officers to discuss the BDBC approach and whether they will follow up with Thames Water. Bramley PC also feel that this should be taken into consideration when BDBC consider the SHELAA sites.
7.2	Update on surface water issues – no further update at this time.

	Cllr Tomblin has chased Sue Tarvit at BDBC again for an update. She has been in touch with the developers, and a reply is awaited.

Sherfield on Loddon has planted 105 Free Trees from the Woodland Trust to help combat Climate Change. Has Bramley Parish Council has declared a Climate Emergency yet? If not, please could this be considered? Cllr Tomblin stated that Bramley PC has not as yet, but it is something that should be considered. 6	Borough Councillor Report – see appendix A. Cllrs Robinson and Tomblin gave a verbal report: Manydown planning application – this will be considered by the DC Committee on 24^th March. Noted SHELAA Open Day and the excellent local response. Housing target is 849 per year – current delivery is around 1300, so BDBC is well ahead of schedule. CSPOs are getting 25% increase in staffing, targeting rural areas. Rough sleeping is down 81% in last 4 years in Basingstoke. BDBC has a pandemic plan for coronavirus – details are on BDBC website. Anti-idling clean air campaign – CSPOs and environmental officers will be able to issue £25 fines for cars idling for more than 30 seconds. Survey – the recent resident’s survey was noted. 7	Parish Environment
7.1	Update on Wildflower meadow proposal for Bramley Green – Cllr James and Cllr Bell have met with representatives from the Stratfield Saye Estate (SSE). There was a very positive response from SSE. The area of Bramley Green to be used was agreed. The next step is to find someone to do the necessary cutting and clearance. 8	Clerk’s report & Administration - The Clerk gave a brief verbal report. A reminder to all Parish Councillors that they are up for re-election in the May 2020 local elections. More details to follow once the Clerk receives them from BDBC. The Annual Parish Meeting is scheduled for Thursday 21^st May. Councillors were asked to consider suggestions for a keynote speaker.

8.2	IT Project update – The Clerk gave an update. A launch date of 31^st March for the new website has been suggested. The Clerk is working with Cllr Ansell and the supplier to make this happen. i. 8.3	Review of Investment Account options – the Clerk has circulated a discussion document with a number of options. She noted the current arrangement of and NS&I investment account, currently giving a return of 0.8% per year. After some discussion, Cllrs agreed that no action should be taken at present, since the Council has minimal funds to invest. However, once any CIL or commuted payment is due, then the subject should be reviewed again.
8.4	Review of 2020 Risk Assessment and Asset Register – these documents have been circulated to all Councillors. Cllr Bell proposed adopting the 2020 risk assessment. This was unanimously agreed. Clerk to put on website.	*Clerk*

9.1	Reports from Parish Council representatives
a.	Planning Committee – see appendix B. Sewerage issues – the recent weather has again overloaded the pumping station, causing flooding at North Row. Photos and a report have been sent to Thames Water this week, with Councillors and officers at BDBC copied in. Cllr Rhatigan of BDBC has replied and is supportive of the issues in Bramley. BDBC officers do not appear to have discharged the obligations regarding sewerage – there is a report form 2014 stating that system was not enough to sustain further development in Bramley, and that property should not be occupied until improvements were made. No further response re the hydraulic model that Thames Water are working on. Cllr Bell has invited Thames Water representatives to a meeting with Bramley PC. Cllr Bell noted issues at Centenary Fields. Cllr Bell to distribute details to all councillors, Cllr Tomblin to highlight issues to BDBC officers. Surface water – flooding in the road opposite Tudor Close was noted. Action was taken a couple of years ago to address this, but it does not appear to have been successful. Clerk to report to Highways. SHELAA - the successful SHELAA Open Day on 15^th February was noted, with approximately 300 residents attending. Further information is going onto the PC website and social media this week. The Clerk is collating the many comments, and these will be submitted to BDBC, and be placed on the PC website. Photos re flooding to be taken from Facebook and submitted to BDBC as well. A repeat of the social media campaign on how to respond to planning applications is also planned. Proposed development at Tudor Farm Site 20/00319/FUL - Land At Silchester Road Silchester Road Bramley Erection of 13 no. dwellings, associated access, parking, landscaping and amenity space The application details have been placed on the PC website and social media. The following points were made: The site is adjacent to a conservation area, and it will affect views listed in the NDP Bus service – the application states this is regular. It is, but very sparse – 3 or 4 times a day. Residents are likely to need to drive, thus increasing traffic in the village. Thames Water – the sewage capacity problems are noted in the application; however, officers should be made aware of the issues that Bramley faces. No amenities for older residents within walking distance of the site. Community engagement – this has been carried out, but Bramley PC is aware that there is little community support for the development. Access point – this will be right on the bend at Tudor Farm and will not be a safe point to join Silchester Road. It is also a known speeding area. The site is one of the few breaks in development that stops the village being a completely built up ribbon from Bramley Green to Bramley Corner. The application is against Local Plan policy SS6 - houses in countryside. Objection unanimously agreed (Cllr Tomblin abstained). b.	Neighbourhood Plan working group – no update as present.
c.	Environment i. Community Speedwatch update – a discussion document has been circulated for possibilities for a village gates scheme. Costs are around £1000 per pair of gates plus management fee. It was agreed that this should be a formal agenda item for the March meeting. Paul Holland asked whether there was a possibility of reducing the 40mph zone by Bramley Green to 30mph. This is likely to rest with HCC Highways and the police. Clerk to make enquiries with HCC. The Speedwatch team would like to purchase a second SID. Cllr Vaughan has pledged £1000 funding from HCC. A new SID will cost approximately £2500. Cllr James proposed that the PC contribute up to £1500 on the condition that grant from HCC comes through. Cllrs agreed in principle, but will need to see a completed grant application before a final decision. Clerk to process. ii. Parking Working group update – Cllr Capel submitted the following report re parking at Pheabens Field and round the level crossing: There is concern over the speed that some cars come in and out of the Close (commuters and residents). There is one car in particular that parks regularly across or alongside driveways or on the pavement of one house, even when there are parking spaces. A couple of non-resident cars park overnight in the Close. Builders working in the area are parking their van regularly on the double yellow lines, sometimes blocking residents’ cars in. Driving instructors drops off and pick up new learner drivers on double yellow lines at the main road junction. There are only a few regular parkers now but they are usually very considerate. There is often chaos at the junction when commuters are dropped off in the early mornings and collected in the evenings – it is becoming very dangerous. d.	Allotments and Burial Ground Allotment rents are still coming in. There are two new plot holders. i. Burial Ground maintenance quote – a quote has been received from the current contractors for the maintenance of the Burial Ground in 2020, and also for grounds maintenance at Yew Tree Close. The Clerk noted that the charges remain the same as for last year. It was unanimously agreed to continue with the current contractors.
e.	Village Hall Trust The grand opening of the new extension and refurbishment, held on 18^th February, was very successful. Drainage and car park work is still to be completed, hopefully over the summer. Trustees are looking into solar panels for the future.
f.	Clift Meadow Trust CMT are looking to get the hedge cut before the end of February. It will be taken down to about 4 feet in height. Their chosen contractor is local, and can complete the work very soon, for a total of £500. After some discussion, it was agreed by majority that the Parish Council would meet this cost, subject to receipt of a completed grant application. Cllr James noted environmental concerns with the wildlife that could be affected by the cut. Clerk to enquire what the contractor plans to do with the arisings. The playground project is proceeding, with an expected start date for installation of early April. Installation should be complete in early May.
g.	Police & Neighbourhood Watch – see appendix A. The Clerk noted that the Rural Policing team have now transferred back to Tadley.
h.	Highways/Footpaths – see appendix A. Cllr Tomblin noted the fence at German Road, which is falling down. The Clerk has reported this to Taylor Wimpey repeatedly, with no action being taken thus far. Cllr Tomblin noted that the land actually belongs to HCC Highways. POST MEETING NOTE: Taylor Wimpey have now responded that they will remove the remainder of the fence. They do not plan to replace it.
i.	Road Safety Project – no update at this time.
j.	Chairman’s report – Cllr Tomblin gave a verbal report. Roll of Honour – Cllr Tomblin noted that nominees are invited for the Honours Board. Any suggestions should be made to the Clerk.
10	Consultation documents requiring consideration
a.	HCC Library Service consultation – this consultation outlines proposed changes to the Hampshire Library service, with proposals to either cut opening times or close up to 10 libraries across the county. Chineham Library is one of those on the list for possible closure. HCC’s preferred option is to combine the two approaches, although they do also put forward a proposal where all branches remain open with reduced opening times – a reduction of 6-15 hours per week. There are a number of other lesser proposals to try and introduce efficiencies into the service. Cllrs noted local support for keeping the library at Chineham Library, which is widely used by Bramley residents. Clerk to respond accordingly.	*Clerk*

11.1	Clift Meadow Trust – funding for 2020 fete – CMT have submitted a grant request for this event on 16^th May for £3500. This will go towards booking attractions, purchase of tents, licenses, insurance, etc. After some discussion, Cllr Bell prop giving the grant. Cllr Oborn seconded, unanimously agreed. 11.2	Bramley Patient Participation Group – support for health improvement groups – the PPG are looking to hold a workshop for pre-diabetic patients on Saturday mornings at the Clift Meadow Pavilion, and have asked whether the Parish Council would fund the cost of the hall hire. The groups have tried to meet at the surgery, but there is no real meeting space at the there. The initial proposal is for 6 two-hour sessions at a cost of £132, with the possibility of extending the project if successful. There may be other groups in the future is this is successful. 11.3	Cross House window grant application – the Clerk has heard back from the PCC, who have approached a number of other funding avenues. Unfortunately, they have met with little success. Cllrs noted that this is a maintenance project rather than capital expenditure. PC feels uncomfortable granting money for maintenance for a church asset. However, the PC is still open to grant applications for capital expenditure, as in previous years. Serving Hampshire’s Residents: County Council sets out £2.1 billion budget spending plans for Hampshire’s public services in 2020/21

Budget plans which aim to prioritise care for vulnerable children and adults, at the same time as boosting Hampshire’s infrastructure, roads and climate change mitigation, will be considered by Hampshire County Council’s Cabinet at their meeting on 3 February.

Proposals for revenue and capital spending for 2020/21 will be on the agenda at the meeting, as part of the annual budget-setting process by the Authority which proposes to spend £2.1 billion on delivering important public services to Hampshire’s 1.3 million residents during the next financial year.

County Council Leader, Councillor Keith Mans said: “This year’s budget plans follow on from our meticulous financial planning over the autumn. These aim to deliver the first of a two-year strategy to address an anticipated shortfall of a further £80 million in the County Council’s revenue budget by April 2021 – the expenditure needed to run the County Council and deliver local services to the people of Hampshire.

“Securing savings early, reinvesting in more efficient ways of working and using reserves prudently has served us well to date. This approach has enabled the County Council to remain in a strong financial position, and continue to deliver high performing services to residents - in the face of relentless pressure on our budgets.

“Our careful financial stewardship of public money also means that this year, some further one-off investment is possible into areas which include tackling climate change (up to £2 million), as well as ongoing work to maintain Hampshire’s 5,500 miles of roads. An extra £2 million each year is being proposed for fixing potholes, together with another £3 million for 2020/21. This is on top of the £10 million we spend annually on Operation Resilience - our long-term strategy to ensure Hampshire’s road network is more resilient to the impact of heavy traffic and worsening winters.

“Social care pressures also continue to top our list of priorities. We anticipate that the number of people aged over 75 in Hampshire will increase by almost a third over the next few years – that’s an extra 5,500 people a year who may well need social care support, to varying degrees. The number of children in care has also increased by almost a third in recent years. We must make sure our budget for the coming financial year takes this into account. However, nothing short of a major Government rethink on the future of social care funding nationally will address the longer-term financial strain in this area.”

The County Council’s Cabinet will be asked to agree a total 3.99 per cent increase in Hampshire County Council’s council tax precept for the financial year beginning 1 April 2020 – of which 2% is specifically for adults’ social care, in line with Government policy. This equates to an annual charge of £1,286.28 for a Band D property – an increase of just over £49 per year or 95 pence a week.

Councillor Mans added: “The proposed council tax precept for 2020/21 would generate an additional £25 million for delivering County Council services in 2020/21 and would mean that Hampshire is still likely to remain the 2^nd lowest council tax of counties in the country.”

At the same time as considering revenue spending for the next financial year, the County Council’s Cabinet will be asked to consider the capital budget and proposals for major investment in Hampshire’s economy, jobs and the quality of the environment - with projects totalling £386.5 million over the next three years.

“This investment in Hampshire’s infrastructure would bring the four-year total investment by the County Council in the fabric of Hampshire, to £733 million, providing a huge boost for the local economy through jobs and construction,” said Councillor Mans.

Schemes include:

£94.8 million for new and extended school buildings in Hampshire to ensure there is a school place for every child in Hampshire – and giving a total of 19,100 new school places by September 2023
£115.8 million for structural maintenance and improvement of roads and bridges in Hampshire
£45.8 million for integrated transport schemes including over £10 million specifically focused on walking and cycling improvements
£107.7 million for major improvement of school and other County Council buildings

A final decision on the County Council’s budget for 2020/21 will be made by the full County Council on 13 February 2020.

Issues highlighted were traffic at the level crossing, the length of time the barriers are down, children crossing Sherfield Road and The Street to get to school, parking down the side roads, and the lack of suitability of the side roads as a main diversion route when the barriers are down.

The exterior will change substantially with the installation of doors and windows, and should need a separate planning application (as per the recent Minchens Barn application). 5.	Planning Appeals
5.1	19/01467/FUL – Land West of Cufaude Lane Bramley This application for the formation of an access track and associated works, was refused by BDBC in August 2019. It is related to 17/00942/FUL, for which the multiple appeals were dismissed. The appeal has now been heard. Three main areas were considered: the effect of the development proposed on the character and appearance of the area whether or not it has been demonstrated that access to Cufaude Lane would be safe and suitable whether or not the scheme would be acceptable with regard to flooding vulnerability. The Inspector concluded that there were significant issues with each of the three areas, and dismissed the appeal.
6.	Proposed development at Tudor Farm site
	A public exhibition was held on 30^th October 2019. 70 - 80 residents attended the exhibition, and there was a strong Parish Council presence as well. Feedback received by Councillors was that most attending residents were against the proposed development. Residents have been very vocal by email, sending in their opposition to the developer and to both the Borough and Parish Council. There is no validated planning application as yet. The Clerk has checked with BDBC, who are not aware of any incoming planning application. 7.	SHELAA Information Event
	A date of Saturday 15^th February has been set for a Bramley PC Open Day on the Strategic Housing and economic Land Availability Assessment (SHELAA). The purpose of the event is to update and engage with residents on the sites that have been put forward in the SHELAA. The event has been well advertised, with an article in the Parish magazine, posters around the Parish and in key locations such as the village shop, the bakery, the surgery, etc, and info on the PC website and social media. All Councillors have been encouraged to attend. The event is from 10.00 - 4.00.

9.1	Update on sewerage issues – no further update at this time. There is some supplementary information that needs to be forwarded to BDBC.
9.2	Update on surface water issues Razors Farm– Cllr Tomblin stated that the pipe under the road has been unblocked which has alleviated road flooding problem. 4	Open Forum
	Cllr Durrant invited comments and questions from the public. A resident noted signs for developments which are cluttering the village. The Clerk noted that Cllr Vaughan has already queried this. Developers are able to seek consent to place signs on the highway. There must be a demonstrable need for the signs such as the benefit is directing traffic and the need to reduce unlawful advertisement. The signs are usually permitted as works starts on substructures when traffic is first needing to access the site until the development is well occupied when they should be removed. They are funded entirely by the developers so there is no cost to the highway authority for installation or removal. Cllr Vaughan and the PC are monitoring when the new developments are ‘well occupied’. A resident noted that at entry points on the C32 there is no signage indicating that you are entering a 30mph zone, particularly on the west side of Bramley where 30mph is painted is on the road. Clerk to raise with Highways. Residents noted the potholes on Vyne Road. The Clerk noted that these have already been raised, and that Cllr Vaughan has also raised the issue with Highways. Clerk to chase. A resident noted with thanks the success of the deployment of SID unit in reducing speed in the village. 7	Parish Environment
7.1	Wildflower meadow proposal for Bramley Green – Cllr James outlined the proposals for creating a wildflower meadow in part of Bramley Green. The work would be carried out with the assistance of HIWWT. Essentially, there would be a trial area on the green to see how it would compare with a non-seeded area next to it. A timetable has been put forward, which will need to be discussed with Stratfield Saye and the contractors. The cost would be around £200 for the seed. There will also be a cost impact on collecting the cuttings when the grass is cut, although this does mean there will be hay available afterwards. It was agreed that the next step is to talk to the Stratfield Saye Estate, who own the land, to see if they would be happy for the project to go ahead. Also need to speak to contractors to see if they could cut as required. Cllr James to take forward. Cllr Bell noted social media posts flower bombs. 7.2	2020 Community Christmas Tree proposal – Councillors were in agreement that this proposal should be taken forward. Consideration needs to be given to a location for a tree, as power will be needed for any tree lights. A mini consultation about the location should be carried out via social media and the website. A possible site by the station was suggested. Cllr Capel to contact station manager. A permanent planted Christmas tree somewhere in the village was also suggested. 7.3	Voluntary Litter Picking – Cllr Oborn has proposed a vote of thanks to John Readman, who has been voluntarily litter picking in Cufaude Lane for some time. This was unanimously agreed. The Clerk further noted that a couple of residents have come forward to volunteer litter pick in some areas not currently covered by the Parish Council litter picker. She noted that such volunteers would be using PC owned equipment, and should therefore be made aware of the PC litter picking risk assessment and insurance ramifications. b.	Neighbourhood Plan working group – no update as present. There is some doubt on how to move forward given the recent SHELAA publication. Cllr Bell stated that one policy might need a minor change, but is unsure how many other changes might be needed. This is on hold until the SHELAA sites are reviewed by BDBC, and at least until after the SHELAA Open Day on 15^th February. c.	Environment i. Community Speedwatch update – Peter Ash gave a verbal update. Thanks to the Lengthsman for the work carried out to clear road signs and tidy around them. It is now clear that some of the wooden entry gates need to be replaced. Peter noted that long life bright white entry gates can be purchased. The current gates for Bramley are either end of the village on the main road – there are none on side roads. A feasibility study needs to be carried out, with a long term plan of action for the project. Peter is happy to start the project off. ii. Parking Working group update – no update at present. Cllr Tomblin is meeting with BDBC officers soon to show them the issues around the centre of the village.
d.	Allotments and Burial Ground (see appendix B) The track up the side of the allotments is very churned up. 3 allotments have been handed back, and have already been offered to possible new tenants. Minchens allotments may be available soon.
e.	Village Hall Trust (see appendix B)
f.	Clift Meadow Trust – Cllr Capel gave a verbal update: There has been a resignation from the Trustees, who are actively seeking new Trustees. The hedge around the meadow will be cut back to just a few feet high in the next few weeks. It was noted that this should be done before the nesting season begins. Looking for a new caretaker, as current one has resigned. Coffee mornings are going very well. Cherry Blossom Care Home are regular visitors. They are finding wheelchair access difficult along the narrow pathways. Paths are also uneven on occasion. CMT would like to see them widened and flattened. Clerk to investigate possible s.106 funding. Cllr Durrant invited grant request, plans and costings. Big events coming up – fireworks, summer fete, easter egg hunt and new event. Need more enquiries about hiring the halls. The Clerk noted receipt of an email today from Carter Jonas, who have acknowledged the PC refusal to use part of Clift Meadow as a depot for the upcoming platform extension work at the Station. However, they have asked if there is a possibility of using a smaller area of the site for a small welfare unit - one cabin with a toilet and office for workers. This would potentially be a corner of the grass cricket pitch or the grass area next to the car park. Cllrs felt that same arguments applied as for a larger site. Cllr Bell raised an issue of FaceBook posts accusing the Parish Council of being politically biased. The community responded to these accusations rebutting them. Cllr Durrant re-iterated that Bramley Parish Council is apolitical, and should not respond to such accusations as a general rule.
10	Consultation documents requiring consideration

b.	HCC Library Service consultation – this consultation outlines proposed changes to the Hampshire Library service, with proposals to either cut opening times or close up to 10 libraries across the county. Chineham Library is one of those on the list for possible closure. HCC’s preferred option is to combine the two approaches, although they do also put forward a proposal where all branches remain open with reduced opening times – a reduction of 6-15 hours per week. There are a number of other lesser proposals to try and introduce efficiencies into the service. There is a campaign locally to keep Chineham Library open. This is a FaceBook campaign - Friends of Chineham Library. It was agreed that a link should go on the PC website and social media. The PC response will be agreed at the February PC meeting.	*Clerk*
11	Grant Applications
11.1	Bramley PCC – replacement window at Cross House A new grant application has been received for this item. The PCC are investigating other sources of funding, although they have found none as yet. They have not asked for a specific sum – rather, they would be happy with any contribution the PC would make. 11.2	Muddy Fingers gardening club – funding for growing bed expansion A grant of £500 is being sought to fund the expansion of the growing beds at the Muddy Fingers site at Clift Meadow. He has raised an enforcement matter with BDBC, who state that the relevant ditch was not on the plans and was therefore filled in. Cllr Tomblin has contacted Bewley, and will meet a representative on site to try to solve the problem. 5.	Planning Appeals
5.1	19/01467/FUL – Land West of Cufaude Lane Bramley This application for the formation of an access track and associated works, was refused by BDBC in August 2019. It is related to 17/00942/FUL, for which the multiple appeals were dismissed. An appeal date has been set, although the Clerk is awaiting confirmation of the date.

6.	Proposed development at Tudor Farm site
	A public exhibition was held on 30^th October 2019. 70 - 80 residents attended the exhibition, and there was a strong Parish Council presence as well. Feedback received by Councillors was that most attending residents were against the proposed development. Residents have been very vocal by email, sending in their opposition to the developer and to both the Borough and Parish Council. There is no validated planning application as yet.
7.	Borough Council Tree Work
	Some residents have received letters from BDBC indicating that tree work will be carried out in the next few weeks near their homes. BDBC tree officers have stated that Bramley was due a complete ward tree inspection as part of a rolling programme of ward tree inspections which was commenced last year. This was completed at short notice by an independent Arboricultural Consultant due to the departure of the BDBC officer handling it. Notification letters are sent out to all residents that may be within close proximity to works being undertaken near to their properties so that if they need to they can either access the council’s website through the link provided on the letter to find out which trees are being worked on or they can contact BDBC to find out about the works and raise any concerns they may have. Due to the scale of the tree inspection and number of trees growing on council land in Bramley there is inevitably a lot of works being carried out (mostly general tree maintenance works). Some residents have raised concerns that the tree work seems extensive and possibly unnecessary in some instances – this is being followed up with BDBC. It also appears that some debris is not being cleared up properly after tree work – this is also being followed up with BDBC. Trees have also been felled that were not originally identified. 8.	SHELAA Information Event
	A date of Saturday 15^th February has been set for a Bramley PC Open Day on the Strategic Housing and economic Land Availability Assessment (SHELAA). The purpose of the event is to update and engage with residents on the sites that have been put forward in the SHELAA. An article about the event will appear in the February edition of the Parish Magazine, and a poster is ready to put up on noticeboards and the website/social media. Some large maps (A1) of the Bramley areas need to be sourced, and also Sherfield, Old Basing, Silchester and other parishes in the new Ward (from May 2020). 2 copies of each map will be required. All councillors will be advised to attend, and an informal information session will be organised. A leaflet drop to Vyne Park and Cufaude Lane is planned – this is an area not covered by Parish Magazine. Possible banners for Bramley Green and the Church were proposed. The wording is to be agreed by email. It was also suggested that the event should be highlighted to surrounding villages as well, especially Sherfield. Clerk to take forward.	*Clerk*
9.	Water Issues
9.1	Update on sewerage issues – Cllr Bell has received a reply from Thames Water. They have been working to validate the base hydraulic model’s ability to predict flow behaviours by undertaking flow surveys. Unfortunately, the results from the surveys undertaken in Summer 2019 indicated further information was required to ensure the accuracy of the model, which Thames Water is currently in the process of collecting. Once the model is validated, and it accurately predicts existing flow behaviours, Thames Water will use it to simulate future potential scenarios. However, no expected date of completion has been given. Cllr Bell has replied to them with details of the sites put forward in the SHELAA, and requesting a timescale on the model’s completion. 9.2	Update on surface water issues – Cllr Tomblin has further updated HCC with issues on the surface water flooding at the Razors Farm development. The photos sent with this update quite clearly show the flooding issue on Cufaude Lane, whilst the attenuation pond at Razors Farm is clearly empty. A reply is awaited. Issues at Bow Brook by Bromelia Close were also noted. Clerk to contact Highways re drainage on Bramley main road. 10.	Minchens Lane s.106 issues
	Sue Tarvit has responded to Cllr Tomblin on the outstanding s.106 issues at Minchens Lane. Bollard on bridge – BDBC has chased the developer to do finishing work. This has been partially done, but there is still some finishing to be done. Footpath lighting – BDBC are following this up with the developer. They have noted that the issue needs to be raised between the Clift Meadow Trustees and the developer, particularly with regards to ongoing maintenance once the development is complete. BDBC believe the responsibility for this to rest with the developer. A formal lighting scheme is awaited; however it should be noted that the developer does have the option to request that the condition requiring a lighting scheme be lifted. Footpath flooding issues – BDBC has advised the developer that the PC accepts that small amounts of re-landscaping to provide a raised footpath to avoid it flooding will be required, and that this will require additional PC land. The developer has been advised to contact the PC directly and liaise with them on this matter as landowners. It should be noted that the planning permission only requires that the footpath be constructed which technically the developer has done. Photos were submitted to BDBC today showing the extent of the flooding issue. No reply on lack of barriers opposite the Dr’s surgery. Not completed and ineffective right turn measures - BDBC contacted Nick Gammer at HCC in relation to this matter because these works would have been covered by the section 278 agreement. He advised that “This is a point we will be revisiting. The HCC Engineer overseeing the scheme has made the developer aware that the left out/ right in arrangement need to be strengthen. HCC have advised of some measures to be implemented here. These will be expected prior to issue of the Certificate of Completion for the works, so that their effectiveness can be reviewed during the maintenance period.” BDBC have advised that any highways issues fall under the s.278 agreement and should be address to HCC Highways. Clerk to contact County Councillor seeking further action. Biodiversity plans to the brook to the south for hedge and ditch management – BDBC have stated that no specific details for this area form part of the approved ecological enhancement strategy. Balancing pond fencing – BDBC has stated that there is no fencing around the balancing pond that forms part of any approved landscaping scheme. Hampshire County Council

The law has now changed meaning opposite-sex couples can legally enter into civil partnerships. Previously only available to same-sex couples this has allowed opposite-sex couples to formalise their relationship as an alternative to marriage. Winchester Registry office has already made several civil partnership ceremony bookings.
To date there has been negligible change in the funding arrangements for Local Government and HCC will still need to find £80M of savings over the next two years. The rain during December has left many roads damaged further and in need of repair. Also with the flooding in some villages, the drains will need re-cleaning. A Highways programme is in now in operation. HCC are advising preparation for ground water levels rising in vulnerable areas. We have had the wettest Autumn for 100 years.
Government announces an additional £1 billion to Councils for social care. This is a start but given that HCC spends over £1 million per day on Adult & Child social care we are seeking proposals for long term reforms on this funding.
HCC has opened a consultation on the current use of Hampshire’s Libraries. We are endeavouring to save £1.7 m by more effective usage. The consultation is open until 18^th March and a decision will be made in June 2020.

Wheelabrator, Harewood, Nr Andover

The Wheelabrator waste to energy Incinerator planning consultation, which closed on the 12^th December 2019, has provoked thousands of letters and email in opposition to the project and very few in favour. There have been suggestions that the consultation did not meet all the conditions to render it as ‘adequate’. We now need to wait to see the Wheelabrator response will be but it is expected that they will submit a full national planning application in the spring.

Climate change

Cllr Jan Warwick has taken on the Climate lead role at the County Council. Hampshire County Council endorsed the decision to declare a ‘Climate Emergency’ in line with the action taken by many authorities in July 2019. In January 2020 Cabinet approved an action plan to provide a meaningful and effective set of measures to ensure that Hampshire moves towards carbon neutrality and greater resilience to the effects of climate change. Following this initiative some parishes have started to create their own Carbon Neutral strategies. I am happy to help promote dialogue and cooperation between Hampshire County Council and the parishes.

HCC now has 29 Nissan Leaf electric cars and 9 Nissan NV200 vans in the fleet with more replacements due.

Household Waste Recycling Centres

A new resident permit system will begin operating later this year. It will be controlled by Automatic Number Plate Recognition (ANPR) and will ensure continued free access for Hampshire residents to any of Hampshire’s 24 HWRCs to dispose of household waste, while access for non-Hampshire residents will be for a fee of £5 per visit. Charges for non-household waste, including soil and rubble, plasterboard and asbestos remain. Hampshire residents can register up to three vehicles via the Hampshire County Council website. The introduction of this system will allow those living outside Hampshire to continue to use

Hampshire HWRCs while making a contribution towards the costs of disposal of their household waste in Hampshire.

	Cllr Robinson gave a verbal report: 9 members of the Labour group have resigned to become independents, and have formed a new independent group. The Chairman of the group is Cllr Ian Tilbury (who was originally independent), and Cllr Paul Harvey is his deputy. Rough sleepers – there were 15 identified in 2017, which was reduced to 8 last year, and down to 5 this year. SHELAAA – identified sites for Bramley are: Bramley Lane behind the school down to the Campbell Road roundabout land behind VH, and RBL site, and Tudor Farm. Identified sites for Sherfield are: Land at Goddards Farm Sherfield Hill Farm, Field behind the Church on A33 land at Breach Lane (directly opposite the roundabout). Nothing further likely to happen in this financial year. There will be a 12 month consultation period before these go into the Local Plan. Cllrs suggested that an open meeting should be planned for Bramley residents in mid to late January. Clerk to look at dates. The Constituency Conservation Charter from Ranil Jayawardena MP was noted. Cllrs observed that it does not specifically mention Bramley and appears to be Hart centric. However, it does support the use of brownfield sites for development, and specifically states that Mr Jayawardena does not support the use of greenfield sites in the next Local Plan. 7	Parish Environment

7.2	Street lighting – Cllr Durrant noted a recent email from a resident in Longbridge Road, asking for street lighting in the village to be considered. Cllr Durrant noted that there is a strong lobby in the village against it, but equally, there are good reasons to consider for street lighting. However, it does not really fall within the PC remit. 7.4	Clift Meadow playground upgrade – four different proposals have been circulated, and a public consultation exercise has been carried out. There was a public consultation at the Clift Meadow coffee morning, and also via the website and social media. The consultation generated a lot of interest, with residents overwhelmingly preferring the proposal from Handmade Places. With this in mind, Cllr Durrant proposed accepting the quote from Handmade Places for £44,000, subject to the dragonfly and butterfly features being changed to benches/picnic tables. 7.5	Use of Clift Meadow as a temporary depot for railway station – representatives from Carter Jonas were again unfortunately unable to attend the meeting. A request to use Clift Meadow as a storage depot for equipment for the upcoming platform extension work at the railway station has been received. This will be from 23^rd February – 3^rd May 2020. Two areas have been identified, both measuring 40m x 20m: The south east corner, by the pub The south west corner, by the tennis courts The compound would consist of a 20ft site office, 20ft office canteen, a toilet block, 10ft store and an area for storing materials. Guard fencing would be installed for the duration, and CCTV would be considered if necessary. Network Rail would require this space for a period of three months A licence agreement would be put into place, which would include the re-instatement of land once the work was finished. Carter Jonas have offered to pay £150 per week for the use of the land, which would equate to £1500 for the whole period. This figure is negotiable. The following points were raised/discussed: The SE site cuts across a main pedestrian access, and would also impede on a drop off point for children catching the school bus in the mornings. The SW site is also not suitable, as the ground is not in any way level. Cllrs felt that the compensation offered was not realistic. Clift Meadow is a recreation facility for the whole community, and the compound would have a significant impact on this. Even with the re-instatement, it is likely that the Meadow would take a long time to properly recover. Cllr Bell proposed that Clift Meadow should not be used as a compound by Network Rail. 8.3	2020/21 draft budget – the Clerk presented the draft budget. She noted that this is still a work in process, since she has only just received notice of the proposed council tax base figures. However, those figures would indicate a precept of £93,325 would not result in an increase per household. 8.4	PC Policy Review – the Clerk has reviewed and circulated draft versions of the following policies: Code of Conduct Standing Orders Financial Regulations Social Media Policy Health & Safety Policy Equality & Diversity Policy Scheme of Publication Freedom of Information Policy Recording/Filming/Photography Policy She noted that all policies are in line with current legislation and best practice, and that any major changes to the Standing Orders and Financial Regulations are mostly statutory requirements. The Code of Conduct has been brought into line with the BDBC Code, which was updated in 2018. Cllr Durrant noted the new recording/filming/photography policy – this has been put in place as a result of a photo of a council meeting emerging online with a derogatory comment below it. Cllr Nick Robinson confirmed that the photo was taken by Cllr Tristan Robinson of BDBC, and also stated that he was unhappy with Cllr Tristan Robinson’s actions. Cllr Durrant proposed excluding Cllr Robinson from attending Bramley PC meetings for the next 6 months – Clerk to check if this is lawful. If so, the proposal was agreed by a majority vote. Clerk to request copies of any photos or recordings, and to ask what Cllr Robinson intends to do with them. Cllr Durrant proposed formally adopting all policies. There is also no assessment on how the proposed development will impact on trees in the medium to long term. There are 2 dwellings already on site – is another necessary? No local need for another dwelling, as per Local Plan policy SS6. The proposed dwelling is within a Conservation Area. The design is acceptable, and not viewable from the road. Objections were unanimously agreed, as outlined above. Clerk to process. ii. 19/03226/ROC - Land At Latchmere Green Latchmere Green Little London Removal of condition 2 of planning consent BDB/32775 which restricted the barn to agricultural use only Cllrs noted that the land is a flood prone area. e.	Clift Meadow Trust – Cllr Capel gave a verbal update: There has been no meeting this month. The Coffee Mornings are going well – thanks to Wendy Scott and her team for all the hard work they have put in to make these mornings such a success. The weekly coffee mornings started on 11^th September this year and have proven to be very popular. They ask for donations each week for the tea and coffee and on average take about £35-£40 a week, which goes towards future mornings and improving the Pavilion. The event is run by volunteers on a rota basis and they have a monthly visit from the Bramley Green Larder, and a book swap every week. It has been well attended over the past few weeks and has become a focal point for all ages to meet and make new friends. Cherry Blossom Manor, whose residents regularly attend the mornings, also help provide refreshments along with cake donations and treats from other attendees. Gradually Wendy and her fellow volunteers (along with CMT) are making the Pavilion more appealing by having it decorated and putting up curtains. Their dream is to get a new kitchen in the Pavilion which would enable them and CMT to cater for a wider array of functions and larger groups of people. Thank you to all those that attended, to Wendy and her fabulous team of volunteers, and to CMT for allowing them to use the Pavilion. There has been a recent accident near the Pavilion, resulting in one user sustaining a broken ankle. This should be on the agenda for January.	*Clerk*

h.	Road Safety Project – Cllr Ansell gave a verbal report. The trial of the traffic island was carried out at the end of November – this proved to be successful. Some minor changes have been made to the plans.

12.1	Bramley PCC – replacement window at Cross House Since the previous grant application, the window works originally applied for has been completed. However, the big window at the front of the building now needs extensive maintenance work, with the frame needing to be replaced. Due to the size of the window, contractors have informed the PCC that a UPVC replacement cannot be considered. Two quotes have been received – one for a softwood frame replacement at £6,425+VAT, and one for a hardwood frame replacement at £7,425+VAT. The following points were made/discussed: Cllrs felt that the PCC should approach Church funding streams in the first instance. In particular, project grants and funding is available from the diocese of Winchester. It was noted that PC grant policy is not to grant for maintenance, but for capital projects. I was expecting to be able to share the SHEELA/ Bramley entries but have not received anything from the Borough. There was a member briefing on 16^th December from which Cllr Robinson should have an update available
It may have come to your attention that I have joined the Basingstoke and Deane Independent Group. I believe this to be good for Bramley and Sherfield representation along with benefits of having less party politics in the borough.

To be clear we are independents coming together to work together as a group on the Council.

We purposefully are not called a ‘party', unlike the Tory Party or Labour Party.

In order to call ourselves the Basingstoke & Deane Independents, we have to conform to the Electoral Commissions rules, and they don’t distinguish between parties and groups. Across the country groups of independents like us have to work with law and structures as they are – the Ashfield Independents, Mansfield Independents, Farnham Residents Association, Guildford Residents Association, Poole Independents, Runnymede Independents, Andover Independents and so on and so on, all have to register with the Electoral Commission.

Why are we registering with the Electoral Commission? We want to use the words Basingstoke & Deane Independents on the Ballot Paper – to distinguish ourselves from people like UKIP who in Basingstoke & Deane are calling themselves Independents.

Suicide strategy; plans have been drawn up aimed at reducing the number of suicides across the county after figures show an increase across Hampshire - 101 in 2018, 98 in 2017. Target is to reduce rate by 10% in 2020/21.
New Scam - Police are issuing warnings to Hampshire residents over a new scam going around. Residents have been approached by cold callers offering to do roofing and drainage work and pay on the spot with mobile card machines.

	Cllrs Tomblin and Robinson gave a verbal report: Cllr Tomblin has had meetings with various Borough staff, with particular reference to the SHELAA and Local Plan review. The updated SHELAA is the first part of the review. All sites put forward will be put into the SHELAA, which is a very high level assessment as to whether sites are suitable. Anything site for below 5 properties will be listed but not categorised. There is no selection by default – sites will be selected as part of the Local Plan review. There will be a number of new sites across the Borough. Cllr Tomblin has requested that Parish Councils are involved in the site selection process, just as the Ward Councillors are. 5 year land supply calculation – this is due in December, but may not be made public until early 2020. Manydown – Cllr Tomblin has met with the project manager for Manydown. There is a very complex contractual set up, which has been part of the delay. Talking to HCC has proved very difficult. However, an outline planning application is due in February for the north part of the development, with a 2 or 3 day DC Committee meeting planned to fully discuss it. Developers are queueing to get Mandown built. Sustainable transport will be looked at, as well as low energy housing, and other sustainable measures as well. Cllr Robinson noted that the official developer for Manydown is BDBC and HCC, which means that they will have a lot of control over what is built. Planning Permission – Cllr Robinson noted issues with granted planning permissions not being brought forward for building for larger developments. Land adjacent to Clift Surgery, Minchens Lane – the planning application is in, and Cllr Robinson stated that he feels it cannot be processed due to how it has been written. Traffic and signage – Cllr Robinson has been looking at road signs in Bramley, and pointing out the lack of capacity in Bramley with traffic and the level crossing. He has met with Cllr Vaughan and and HCC traffic and safety representative. Councillors noted that they do not want more signage in the village. BDBC Budget – there has been a presentation from the BDBC finance team re the BDBC budget for next year. BDBC are looking to balance the budget for 2020/21. Approval is due in February, with the public consultation deadline on 1^st January. Details can be found on the BDBC website here: https://www.basingstoke.gov.uk/priorities. Cllr Robinson noted that there may be Cllr discretionary grants available from April 2020. Local Infrastructure Fund – Cllr Robinson confirmed that this fund will continue into 2020/21.
7	Parish Environment Wildflower meadow – Cllr James has contacted a local consultant, and she is meeting with Hampshire Wildlife Trust next week. She will submit a proposal after that. Funding will be available for information boards should the PC decide to install one.
7.1	Parking working group update – Cllr Flooks submitted the following report on parking issues in Ringshall Gardens and Pound Close: Non-resident parking was observed over 82 working days between 19 July 2019 and 15 Nov 2019. A total of 540 car/days were noted giving an average of 6.6 cars per day. This parking is gradually spilling around the corner into Pound Close. Numerous cars stay overnight and occasionally for the entire working week. Some cars visited very regularly - the most regular visited on 68, 59, 50, 43, 41, 31 and 20 days. Incidents have occurred with delivery trucks finding it difficult to turn round thus hitting trees. Turning in or out from The Street is difficult due cars parked up to the junction. Numerous roads in Bramley suffer similar problems including Bramley Lane, Bromelia Close, Longbridge Road, Jibbs Meadow, Pheabens Field, Oakmead, and Coopers Lane. The commuter parking is also spreading to the Clift Meadow car park to the detriment of users or that facility. Cllr Tomblin noted that Cllr Ansell needs to chase on camera survey for parking. 7.2	Clift Meadow path & footbridge – Cllr Tomblin has met with Sue Tarvit and Mike Townsend at BDBC – full information from this meeting can be found in the Planning Committee meeting minutes at appendix A. Two items are of particular note: Bollard lighting – BDBC has asked if the PC want the lights replaced to an agreed plan (which was not followed when the lights were installed), or if the PC want them removed completely. After some discussion, it was proposed that there should be lighting along the footpath to ensure pedestrian safety at night. This was unanimously agreed. It was also suggested that any lights should be on a timer or motion sensor, and vandal proof. Cllr Tomblin to feed this back to BDBC officers. Footpath flooding issues – BDBC have asked if the footpath needs to be raised, is the PC happy that the builder digs part of Clift Meadow to grade the land up to a raised pathway? After some discussion, it was agreed that this should be the case. Cllr Tomblin to feed this back to BDBC officers. Cllr Flooks has submitted a precis of points to note from the Minchens Lane development Biodiversity report, as below. 7.3	Community Speedwatch update – Paul Holland presented a brief update on the team’s recent activities. There have been a total of 4 deployments of the camera in October and November, each for several days. In summary: Over 4 deployments of approximately 28 days in totals, 168,539 vehicles passed the Speed Indicator device 24,921 vehicles could have be prosecuted for exceeding 35mph (APCO guidelines 30mph+10% +2mph) There is no peak time for speeding offenders – it is reasonably steady during the day Average offenders 900 per day Average fine is £100 and 3 Points on their Licence or Speed Awareness Course. £90,000 pounds every day CSW team are applying pressure where they can to get policing in place, and for speed safety measures. Clerk to place CSW information on the PC website and social media. i. Chargeable Lengthsman work – the Clerk has been supplied with a lengthy list of tasks to improve the visibility of road signs, and to enable the CSW to deploy in other areas. A quote for the work is awaited from the Lengthsman, although it is likely that he will not be able to do a few of the larger tasks. If this is the case, these will be escalated to HCC Highways for action. The Clerk will circulate the quote once she receives it. 7.4	Use of Clift Meadow as a temporary depot for railway station – Carter Jonas has contacted the PC on behalf of Network Rail. There will be platform extension work in the early part of 2020 (February to May), and they have requested the use of part of Clift Meadow as a storage depot for equipment. Three areas have been identified: The south east corner, by the pub The southern end of the car park In between the car park and the tennis courts The following points/questions were raised: If permission is given and a charge for the land use is agreed, then a day rate charge should be agreed, and Carter Jonas/Network Rail should make good the land at the end of the contract. This should all be part of a legal contract/agreement. Work will be at same time as storage shed work – this will make the car park difficult. Clift Meadow Trustees are willing, and see it as a good way to earn some money for the Trust. CMT feel that there may be some leeway for benefit for the community from Network Rail/Carter Jonas. There were concerns on equipment tonnage and how that might affect the car park. The height barrier may also be an issue. Clerk to set up meeting between Carter Jonas, the PC, and CMT.	*Clerk*
7.5	Traffic Diversions – Cufaude Lane – Councillors noted recent incidents where there were roadworks on the A33, and the official diversion was via Cufaude Lane. This has caused Cufaude Lane to become completely gridlocked, as has happened on previous occasions. Councillors requested that official diversion routes should not include Cufaude Lane, which is narrow and not suitable for heavy traffic, and that diverted traffic should be sent via either Vyne Road or the A340. 8	Clerk’s report & Administration
8.1	Parish magazine article – the December issue of the Parish Magazine is a double issue, with no issue in January. Therefore the next deadline is not until 15^th January. The next author will be discussed at the December meeting.
8.2	IT Project update – the Clerk gave an update. Confirmation on the email addresses is awaited, as is training for the Clerk and others. Cllr Ansell is chasing the supplier.	*Cllr Ansell*
8.3	2020/21 draft budget – the Clerk presented the draft budget. Work is still needed to identify fixed costs against more flexible expenditure on special projects and grants. Until BDBC release the Council Tax base figures, it is difficult to determine the level of precept, although it is unlikely to be less than it was last year. It is hoped that and idea of the base figure will be available by the December meeting, although it will not be confirmed until January. Cllr Bell noted that Parishes will need to pay for PC elections from May 2020, if they do not coincide with Borough Council elections. It is thought that the charge is likely to be 30 pence per elector. There is also some discussion on whether the charge for the 2020 local elections would be made in the same financial year or in 2021/22. Clerk to check details with BDBC.	*Clerk* *Clerk*
8.4	PC Policy Review – the Clerk has reviewed and circulated draft versions of the following policies: Code of Conduct Standing Orders Financial Regulations Social Media Policy Health & Safety Policy Equality & Diversity Policy Scheme of Publication Freedom of Information Policy She noted that all policies are in line with current legislation and best practice, and that any major changes to the Standing Orders and Financial Regulations are mostly statutory requirements. The Code of Conduct has been brought into line with the BDBC Code, which was updated in 2018. Cllrs to read policies thoroughly and send comments back to Clerk by the end of November. 9	Reports
9.1	Reports from Parish Council representatives
a.	Planning Committee report (see appendix A). The report was noted by Councillors. The Clerk noted that there will be no Planning Committee meeting in December, and that planning matters will be handled at the full Council meeting. i. New applications – there have been two new applications since the committee meeting on 13^th November: 19/03004/HSE – 6 Tudor Close, Bramley Erection of rear extension to garage, two dormer windows to front elevation of garage and conversion of roofspace to additional living accommodation No objection unanimously agreed. Clerk to process. 19/03100/FUL- Land Adjoining Clift Surgery Minchens Lane Bramley Formation of vehicular and pedestrian access Councillors questioned why this application has been submitted, since the PIP application has been granted, and therefore the technical application should be the next stage. Proposed site access diagram is incorrect, as it does not show the current exit to the surgery car park and does not take into account the recent changes to the surgery car park. The block plan is correct, however. Cllrs noted this will add a 5^th junction in a very short distance, which will be dangerous to all users. The two access points for the surgery are in very close proximity to the proposed access, with one being extremely close. The access to Frith Woods and the electricity sub-station is also within 60 feet of the proposed access. With the entrance to St James Park being directly opposite, this section of Minchens Lane is already busy, especially during surgery times, and sees a lot of pedestrian traffic as well. The proposed access point would make an already dangerous area of road even more hazardous. A point in is made in the application made that if it is refused then access can be made through the surgery car park. However, there is some doubt about this. The application states that the site is not close to a water course. However, Cllrs noted that the site is 90m from a water course. The application states that this is not a new road scheme (1.1.a); however, Cllrs believe that it is. The application states a waste collection point is not incorporated, and that arrangements have not been made for the separate storage and collection of waste. However, the plans show a clearly marked proposed bin collection point. If a collection point is not required, why is one marked on the plan? Cllr Tomblin abstained from the vote. Objections outline above agreed by all other councillors. Clerk to process. ii. Proposed development at Tudor Farm site – no update at present, as there is no validated planning application. Clerk to continue to monitor. iii. SHELAA Review – the call for sites consultation is now complete, and the results will be published on the BDBC website in December. Cllr Tomblin stressed that it does not determine whether a site will be allocated as this will be considered through the Local Plan Update process. It will, however, include a high level strategic overview assessment of the deliverability/ developability of each site in terms of its suitability, availability and achievability in line with national planning policy requirements. It was noted that the site east of the new Bewley development down to the Campbell Road roundabout is likely to be in the SHELAA, with a view to building up to 900 houses. As stated above, this is not an allocated site at present. iv. BDBC Settlement Study questionnaire – Cllr Tomblin and Cllr Bell have put together and circulated a draft executive summary of the infrastructure survey, traffic study, air quality monitoring, and flood survey, which will be submitted along with the completed BDBC questionnaire. Responses to the questionnaire have also been circulated. It was proposed that, subject to some minor changes for consistency, these should be submitted electronically to BDBC by the closing date of 22^nd November. Unanimously agreed – Clerk and Cllr Bell to take forward. The full infrastructure reports will also be submitted. Cllr Tomblin will send info directly to Joanne Brombley, and then invite her and other officers on a tour of Bramley to see directly issues the parish is facing. c.	Environment i. Air quality monitoring update – the mesh pod has now been repaired and redeployed. The issue was that the OPC was blocked inside the pod. This is from the PM inlet into the pod itself. The manufacturer has cleared this and cleaned the OPC. The have also updated the pod to the latest firmware. The Clerk is now investigating a service contract for the equipment. ii. Infrastructure report update – the report is now complete, and Cllr Bell has written an executive summary of this and other infrastructure studies carried out recently (see item 9.1.a.iv)	*Clerk*

f.	Clift Meadow Trust – Cllr Capel gave a verbal update: ASB issues – a severe ASB incident was reported to the police and PC this week. Unfortunately, 101 proved not to be very helpful in this instance – the Hall user felt very unsafe for the whole incident. A formal complaint has been made, and the PC has escalated the issue with the Police. CCTV footage is being checked. There will be a power outage on 17^th December which will affect much of the village. CMT website is now being managed by Chris Wright The fireworks event was a great success. Planning for next year has already begun. Councillors recorded their thanks to CMT and B School Association for organising the event. Salt bins have been installed at the Minchens Court area. The Christmas Fair at Clift Meadow will be on Saturday 14^th December The wine tasting event was well attended and raised £500 Coffee mornings continue to be successful The defibrillator will be fitted in early 2020. Shinfield tennis club are looking to offer coaching at the tennis courts. CMT are keen to take this forward Storage container is now in place, in preparation for the building of the new storage facility

5.	Planning Appeals
5.1	17/00942/FUL – Land adjacent to The Oaks Cufaude Lane Bramley There were six separate appeals for the above site, which were all heard together in April and September 2019. The Planning Inspector dismissed all six appeals, and directed that existing enforcement should be carried out for three of them, with variations and corrections to the enforcement notices. 5.2	19/00483/HSE – 6 Churchlands Bramley The appeal was dismissed by the planning Inspector. The appeal decision may be viewed here: https://pad.basingstoke.gov.uk/documents/4753/01/21/80/01218033.PDF
5.3	19/01467/FUL – Land West of Cufaude Lane Bramley This application for the formation of an access track and associated works, was refused by BDBC in August 2019. It is related to 17/00942/FUL, for which the multiple appeals were dismissed. Interested parties should submit additional comments by 10^th December 2019. There are no further PC comments at this time.
6.	Proposed development at Tudor Farm site
	A public exhibition was held on 30^th October. 70 - 80 residents attended the exhibition, and there was a strong Parish Council presence as well. Feedback received by Councillors was that most attending residents were against the proposed development. Residents have been very vocal by email, sending in their opposition to the developer and to both the Borough and Parish Council. There is no validated planning application as yet.
7.	Monitoring of the Bramley Neighbourhood Plan - update
	BDBC is carrying out is annual monitoring exercise of the Neighbourhood Plan. This was distributed to all members. Feedback received was that members did not agree with the statement of housing against policy SS5. This is reference to Razors farm. Part of Razors Farm falls within the Parish of Bramley. It is not within the Settlement Policy Boundary of Basingstoke and Deane, only within the proposed SPB of BDBC. It lies within Bramley Parish and therefore contributes to SS5 housing, 200 at least.
8.	BDBC Settlement Study questionnaire
	This has been circulated to all committee members. The deadline for responses is 22^nd November. This is a key opportunity to supply BDBC with local knowledge of the issues facing Bramley parish with regards to infrastructure and development. 9.	Village Gates by Minchens Lane development
	The developer has been in touch with two possible designs of gates, and asked which the Parish Council would prefer. Installation of the gates will fulfil a requirement of the s.278 works. The designs have been circulated. Members agreed that the preferred design would be the sloping fence type. Clerk to contact Persimmon with the Parish Council’s views and to ask for the specification from Persimmon so that other gates may be matched to them should the PC wish to install them.	*Clerk*
10.	Water Issues
10.1	Update on sewerage issues – Cllr Bell has again written to Thames Water expressing the Parish Council’s deep concerns about the sewerage issue, and noting that proposed development at Tudor Farm which will add further pressure to an already straining system. A response has been received today from Thames Water, stating that they will provide the PC with a substantive response by 25^th November. Cllr Tomblin stated that BDBC will also be chasing Thames Water on the issue.

11.	Minchens Lane s.106 issues
	Cllr Tomblin has met with Sue Tarvit and Mike Townsend of BDBC Planning to discuss the ongoing lack of action from the developer on outstanding s.106 issues at Minchens Lane. Playground – the land the playground is on will not be adopted by BDBC, but will be managed by a management company who will own the land. Therefore it is likely that the responsibility for the playground will be with the management company, with the commuted sum going back to the developer. Bollard on bridge – BDBC to chase developer to do finishing work. Footpath – BDBC has asked if the PC want the lights replaced to the agreed plan (which was not followed when the lights were installed), or if the PC want them removed completely. Members felt that some lighting is necessary, but something at knee height and pointing downwards would be adequate – however, final decision should rest with full council. Footpath flooding issues – BDBC have asked if the footpath needs to be raised, is the PC happy that builder digs part of Clift Meadow to grade the land up to a raised pathway. Members felt that this might be possible, but would need some sort of drainage gulley to take water down to ditch. Final decision to rest with full council. Highways – BDBC to investigate why highways works are nowhere near where they should be. Biodiversity – BDBC to check and investigate further with developer, particularly with reference to the ditch. Allotments – there is no specification agreed for the allotments, but BDBC expect that they will be created to BDBC standards. Cycle Barriers by surgery – these will be chased by BDBC.

	The date of the next Planning Committee meeting is scheduled for 11^th December 2019. However, due to councillor commitments and a clash with the BDBC DC Committee meeting, it was agreed that planning matters will be covered in full council in December. VILLAGE HALL TRUST

The building work is progressing well.

Bookings for parties is up, now that the building work is almost complete and with the onset of the winter season.

The Mistletoe Fair is on 23^rd November.

There will be no electricity supply to the Hall (and much of the Village) during the day on 17^th December, due to essential works in the Bramley Green substation area. With this in mind, it is likely that the Hall will be closed for the day (although open in the evening once the supply has been restored).

Community Priorities - The current neighbourhood priority is Burglary.

The numbers of burglary reports have been low in this area throughout October. On 25 October, two overnight burglaries were reported in Vine Tree Close, Tadley, in unoccupied addresses where jewellery items were stolen. Police officers and forensic teams were deployed and investigations are ongoing.

A burglar may typically examine many houses before finding one that looks like an easy target to steal from. Homes with no security measures in place are five times more likely to be burgled than those with simple security measures. Good window locks and strong deadlocks can make a big difference.

In most burglaries, the criminals broke into the house or flat through the door, either by forcing the lock or kicking it in. So make sure your doors are strong and secure. Bramley and Sherfield on Loddon - There was one report of ladders being stolen from a Ford Transit van in Goddards Close, Sherfield on Loddon. No suspects have been identified.

A trailer was stolen from a field off Cufaude Lane.

We had fewer reported incidents of ASB in October, with the number of reports down for Clift Meadow and none at all were reported in Minchens Lane. Police have been conducting regular evening patrols in the area to help combat this. If you are affected by ASB, please report it to us.

3.1	The minutes of the meeting held on 17^th September were unanimously agreed to be a true and accurate record, were signed by the Chairman.
3.2	Matters arising

4	Open Forum
	Cllr Durrant invited comments and questions from the public. A resident expressed concerned about the development proposals at Tudor Farm, and asked what view of the Parish Council was. A resident noted that the land opposite the Bramley Inn has been occupied by ponies and carts at times in the last 4 out of 5 weekends. The ponies were not properly restrained. At these times, the owners are using the Coopers Lane junction for turning, and causing traffic chaos. Horse droppings are being left on the pavement, and beer glasses are being left on the green space. Cllr Durrant gave some of the history, and explained that the land is owned by either HCC or BDBC, who would be responsible for putting in preventative measures. HCC was contacted some time ago about the issue, but they never responded. Clerk to contact HCC and BDBC, and also police. Cllrs Tomblin and Robinson will also take issue further with appropriate parties.	*Clerk*
5	County Councillor Report

6	Borough Councillor Report
	Cllr Durrant formally congratulated Cllr Tomblin on his election to the Borough Council in the by-election on 10th October. Cllr Tomblin confirmed that he will remain as a Parish Councillor for the foreseeable future. Cllr Durrant also thanked Cllr Robinson for his ongoing work on Bramley PCs behalf. Cllr Robinson gave a verbal report: He offered his congratulations to Cllr Tomblin on his election to the Borough Council. Manydown – still waiting for traffic reports from HCC Highways, planning application has been pushed back until 2020. QPS House application – it looks like the officers recommendation will be for refusal. This has changed in the last week. If refusal recommendation stands, then the application will not be called in to the DC Committee. Goddards Farm appeal – the appeal decision to dismiss the appeal was noted. Cllr Robinson further noted that there is some useful information that Bramley PC could uses in the future. The street cleaning system has now changed, and is now much more targeted, with a rapid response facility. DC Committee – membership of the Committee is set to change slightly to reflect the change in the political balance of BDBC. Ice rink – a survey is to be carried of three sites see if the land will take new temporary structure. NE Hampshire Road Safety Council – Cllr Robinson has been co-opted. Houses – BDBC should have built 300 affordable houses last year. They actually built 416. There was a target of 800 houses per year in total for last year; 1200 have been built. It is hoped that this will improve the 5 year land supply issue by Christmas 2019, and remove the 20% buffer as well. Cllr Robinson thanked Bramley Parish Cllrs who attended an informal Q&A on planning. He felt it was a useful engagement session with the community. Cllr Tomblin noted the following: Cllr Tomblin is likely to be on the DC and Manydown committees. He has put in a question to the Portfolio Holder about the SHELAA and how the sites will be consulted with BDBC Councillors, Parish Councils, and the community, and has also asked how decisions are determined when sites are in the Local Plan. He noted that HCC Highways have reported that the A33 roundabouts at Chineham will reach capacity by 2023 – this is faster than was estimated. Cllr Tomblin has asked what BDBC is doing about it. Cllr Bell asked who has ultimate responsibility for getting the Manydown proposals moving forward, and why are there constant delays. Cllr Robinson responded that there were a number of reasons for this, and a number of Councillors involved. There is no one place to place blame.
7	Parish Environment
7.1	Parking working group update – the group is awaiting Cllr Ansell contacting a consultant on the issue. Ad hoc parking surveys still being carried out. Cllr Durrant noted that this issue is one of the unsustainable elements in Bramley at the moment.
7.2	Clift Meadow path & footbridge – Cllr Durrant has chased the issue with BDBC, but no reply has been received to date. Cllr Tomblin and Cllr Robinson are to meet with BDBC planning officers to discuss this and other issues. Cllr Flooks has spoken with the assistant site manager in the last week, who said that they had only just been informed about the lights, and was not aware of other issues. Cllr Robinson noted that lights that were installed should have been approved by council and were not. Cllr Durrant again noted that closing the footbridge until the issues are dealt with is one way of dealing with the problem. The playground has also not been dealt with. Cllr Durrant proposed that PC stance should be that the PC does not take any responsibility for path, playground, etc until issues are dealt with – this was agreed by majority. Cllr Bell noted that a better route would be to take legal action against officers and the developer; however, this might be an expensive route. Cllr Bell also suggested consulting with Minchens residents – it was agreed that this would be a good route should it come to closing the footbridge. The issue will be on the November agenda. 7.3	Wildflower Meadow for Bramley Green – a resident has suggested that Bramley Green could be turned into a wildflower meadow to enhance and encourage biodiversity and sustainable practices in the area. The Clerk has contacted the Stratfield Saye Estate, who have advised that the footpath across the Green would need to be considered, and the fact that it is widely used by dog walkers. However, they would have no objection if part of the Green were to be used as a meadow. Cllr James has investigated, and Bramley Green would be a good site for this initiative. There will be some cost for the seed to start with, but ongoing it should be self-sustaining. Cllr James to bring proposals forward.	*Cllr James*
7.4	Vyne Park PC noticeboards update – the Clerk confirmed that planning permission would be required for any new noticeboards, and the relevant planning fees will be applicable. The cost for a 2 bay 6xA4 board similar to that elsewhere in the parish is approximately £1450 + VAT – this is from the same firm that supplied the other noticeboards in 2010. Accurate locations to be decided. Cllr Durrant noted that one noticeboard may be all that is required if siting is correct.	*Clerk*
8	Clerk’s report & Administration
	The Clerk reported that she is drawing up a Social Media Policy for the PC, to be tied in closely with the Code of Conduct. This will be ready for review at the November meeting, together with the other policies review.	*Clerk*
8.1	Parish magazine article – Cllr Capel is due to write the next article. The deadline is 15^th November. Planning application notifications to go on social media and website. 8.2	IT Project update – the Clerk gave an update. The website is just about ready, and the SSL certificate in now in place. Confirmation on the email addresses is awaited, as is training for the Clerk and others. Cllr Ansell is chasing the supplier.	*Cllr Ansell*
8.3	Proposals for 2020/21 budget – the Clerk is drawing up next year’s budget and invited proposals from Councillors for inclusion. The draft budget will be ready for the November meeting.	*Clerk*

9.1	Reports from Parish Council representatives
a.	Planning Committee report (see appendix A). The report was noted by Councillors. i. Clerk to process. ii. Goddards Farm appeal Decision – the applicants appeal was dismissed, and the BDBC refusal upheld. Representative of Bramley PC have subsequently met with BDBC to discuss the ramifications of this appeal decision, and how it might affect Bramley. Of particular note was the weight given to the impact on heritage aspects of the refusal, such as proximity and effect on a Conservation Area. The decision notice may be used in the future as a template for planning responses on other site, bearing in mind that each site is different. Cllr Durrant noted that Bramley PC expects planning officers to be as robust in their defence of future sites as they were for Goddards Farm. He also noted that ‘sustainability’ is the critical concept moving forward. iii. Proposed development at Tudor Farm site – the Planning Committee report (see appendix A) for this was noted. Bramley PC has engaged with the agents on whether the site is sustainable, and whether a need for further housing in Bramley can be demonstrated. A satisfactory reply has not been received. The notice of the public consultation implies that the PC supports the proposals, which is not the case. Cllr Bell to draft a response to this statement, which should be distributed to residents in the immediate area, and place on the website and social media. A letter to the developers about misrepresentation should also be drafted. iv. Biodiversity Mitigation Plan for Minchens Lane development – this has been distributed to all Councillors, amid concerns that the ditch between the development and Clift Meadow has become blocked. c.	Environment i. Air quality monitoring report – the mesh pod is now with the contractors, who are investigating the issue. The Clerk has chased for progress, and expects an update very soon. ii. Infrastructure report update – the report is now almost complete, and in draft form. Delivery is expected in the next few weeks. The traffic survey is complete, and the results have been distributed to all councillors, and to the consultants putting together the infrastructure report. d.	Allotments and Burial Ground (see appendix B) Cllr James has rewritten the allotment rules – Clerk to proof read. The principle changes are for one allotment per household, and holders must live within 1 mile of the Parish border. Allotment rents – Cllr James proposed leaving the rents as they are. This was unanimously agreed. There are currently 16 people on the waiting list. Cllr James stated that it may be possible to compulsorily rent farmland for allotment space – Cllr James to investigate further. Three plot holders have been written to, asking them to maintain their plots properly. f.	Clift Meadow Trust – Cllr Durrant noted the successful LIF application for refurbishment of the Clift Meadow playground. Cllr Ansell has obtained up to date quotes and has submitted these to BDBC. Cllr Ansell will be presenting the project to CMT on 16^th October. Cllr Capel gave a brief verbal report: Wine Tasting, Mistletoe Fair, and Fireworks events coming up. CMT are compiling a wish list of ideas for the two halls. The new caretaker is Sam Wallace. Defibrillator – 11^th November there will be a presentation at CMT for handover. Storage facility – planning permission has been given, the project is moving ahead.

i.	Chairman’s report – a response has been received from BDBC about the listed status of the Bramley Inn. The officer has agreed that the pub is very important to the street scene. Cllr Durrant stated that the Heritage and Licensing authorities need to be contacted, and that there is still a case to be made for formally listing the building. 10	Consultation documents requiring consideration
	The Clerk noted the recent Local Government Finance Settlement consultation. The only thing of note in the document for Parish Councils is the proposal that there will be no referendum principles for Parish Councils for the 2020/21 pay settlement. It is expected that Parish Councils will be asked to be circumspect in their precept requests for next year.
11	Grant Applications
11.1	Bramley PCC – Cross House windows – Bramley PCC have requested £4458 + VAT for the cost of repair and improvement of the windows at Cross House. 5.	Planning Appeals
5.1	17/00942/FUL – Land adjacent to The Oaks Cufaude Lane Bramley The second part of this appeal was heard in early September. A decision is expected in due course.
5.2	18/03486/OUT - Land At Goddards Farm Goddards Lane Sherfield-on-Loddon The appeal for this application was held on 14^th August 2019. The decision dismissing the appeal was delivered on 20^th September 2019. The planning inspector agreed with BDBCs arguments that development at the site would cause significant harm to the heritage assets nearby, including the Conservation Area. Cllrs agreed that this decision holds significant ramifications for Bramley Parish and any new applications that might come in for sites that are adjacent to the two Conservation Areas in the Parish. Bramley PC representatives met with BDBC officers and Councillors and Sherfield Parish Council representatives to discuss this at some length. Notes from this meeting have been distributed to all committee members and will be distributed to all councillors ahead of next week’s full council meeting.	*Clerk*
5.3	19/00483/HSE – 6 Churchlands Bramley The original application was refused in May 2019, and the decision has been appealed by the application. Any submissions to the Planning Inspectorate have been requested by 8^th October 2019.
6.	Proposed development at Tudor Farm site
	Bramley PC representatives met in August with a representative from Armstrong Rigg, who are the land agents acting on behalf of the land owners and Manor Oak Homes. The early proposals for the site are for up 20 two and three bedroom bungalows – 12 of these would be for the market, and 8 would be social and affordable housing. Armstrong Rigg was keen to obtain the Parish Council’s support for the proposals. They wish to meet a Local Plan, Neighbourhood Plan and NPPF need for elderly accommodation, and believe that these proposals would meet that need. Bramley PC brought up a number of concerns, as outlined below: Can Manor Oak demonstrate a need for such housing in Bramley specifically, particularly at this site? Are the proposals sustainable? There will be more traffic, and with the recent cuts to the bus service, occupants will need their own transport. The site is adjacent to a Conservation Area, and any development will have a significant impact on this. The cumulative effect of repeated small developments was noted – the infrastructure in Bramley is already straining, and this will add to that strain. Residents also noted concerns with the possible access to the site. There is no planning application to comment on at present, and until there is the PC cannot make any decisions on whether the application should be supported. However, there are already significant concerns which need to be considered. A public exhibition by Manor Oak Homes is scheduled for 30^th October at the Village Hall, from 4pm – 7pm. Details are on the Parish Council website and social media.
7.	Planning permission issues for commercial signage - update
	The Clerk has submitted an enquiry to Development Control at BDBC. No formal answer beyond an acknowledgement has been forthcoming to date. Clerk to chase.	*Clerk*
8.	Ratification of letter to BDBC re Goddards Farm appeal (see appendix B)
	Further to the appeal decision for Goddards Farm, Councillors agreed via email that a letter should be sent to interested parties at BDBC requesting that BDBC take note of this decision when considering future applications for Bramley. Cllr Flooks proposed that this decision be ratified – unanimously agreed.
9.	Water Issues
9.1	Update on sewerage issues – Cllr Bell has received replies from Thames Water stating that they are continuing with an assessment, which has had to be extended due to the dry summer. Results from this are expected in early November. Responses from Matthew Evans at BDBC have been forwarded on to Thames Water along with the PCs original enquiry.
9.2	Update on surface water issues – Croudace need planning permission for drainage pipe. No further update. Clerk to notify BDBC planning officers of current situation.	*Clerk*

	Cllr Durrant has brought up a number of issues with BDBC planning officers, but has received no reply to date. VILLAGE HALL TRUST

The build is on schedule, no major contingency items as yet. The first internal phase of the work at the Village Hall is complete and there are new w/c facilities.

For users of the Main Hall, for the time being there is one individual w/c with baby changing space. There are also a block of w/c's featuring 4 Junior w/c's and one adult w/c. These are currently all accessible via the lobby in the Main Hall. The Junior w/c's are all usable by adults, just a little lower.

The floor in the lobby cannot be completed until the extension is complete as a new wooden floor will run the length from the new front entrance to the entrance to the Main Hall and down the new corridor to the Bramley Room. This cannot be completed in stages. The current floor surface is perfectly safe to use.

For users of the Bramley Room there are now 4 individual unisex w/c cubicles off the corridor to what will be the new lobby. Once the extension to the front of the building is built and watertight we will be able to knock through to the corridor that leads to the Bramley Room thereby giving all hall users access to these 4 cubicles that are currently only accessible to the Bramley Room users.

In addition there is a lovely new, larger kitchen in the Bramley Room.

The car park flood assessment is done; it may require some additional drainage work.

BVHT are intending to offer 3 free booking slots to new community groups.

Bookings and finances are stable.

Queen Elizabeth Country Park's visitor centre is open again, having had a £1.2 million refurbishment. It now boasts state of the art décor and facilities to accommodate the ever-increasing number of visitors, cyclists and dog walkers enjoying this beautiful part of the South Downs National Park.
School Governors - As the new school year gets underway, schools across Hampshire are looking for volunteers to help them to be the best and make a positive difference to children's education by becoming a school governor. With 524 schools and academies in the county, there are more than 6,000 governors supporting them.
SCAMchampions - Postal, telephone or doorstep scams are often targeted specifically at the vulnerable. It's estimated that the detriment to UK consumers as a result of these scams is between £5-10 billion a year. Our Trading Standards Service is looking for approachable and enthusiastic volunteers who want to help their local community beat the scammers by training as SCAMchampions.

7	Parish Environment
7.1	Parking working group update – the working group has met over the summer recess. During the school summer holidays, a casual week long survey of parking has been carried out in Ringshall Gardens, Pheabens Field, Oakmead, School Lane, and other locations in proximity to the railway station. It has been agreed to repeat this exercise now that the schools are back. Quotes have been sought for consultancy on the issue. Cllrs discussed whether recent resident concerns about speeding should fall within the remit of this working group; however, there will be a traffic survey carried out soon as part of the infrastructure survey, so it was agreed to keep the two issues separate. Cllr Flooks noted the significant number of repeat parkers in the areas listed above. He also noted that double yellow lines have not been repainted in Ringshall Gardens since re-surfacing. Clerk to chase. Cllr Tomblin noted the issues between residents and commuters in areas close to the station.	*Clerk*
7.2	Bramley Infrastructure report – after some discussion over the summer, it was agreed to engage Urban Vision to carry out a review of the current infrastructure in Bramley. The expenditure for the review will be in the region of £8000. Cllr Durrant proposed a maximum expenditure of up to £10,000 on the Urban Vision review – this was unanimously agreed. Urban Vision has strongly recommended that an up to date traffic study be carried out in Bramley, the results of which can be incorporated into the infrastructure review. A quote has been received from PCC Traffic Information Consultancy, who has agreed to monitor up to 10 key locations in Bramley for a fee of up to £3040+VAT, in the same format that HCC use. Cllr Durrant proposed the expenditure – unanimously agreed. The Clerk confirmed that the traffic study is currently scheduled for the week beginning 30^th September.
7.3	Clift Meadow path & footbridge – Councillors highlighted their concerns over the unfinished state of the new footpath at Clift Meadow, and the footbridge between the Meadow and the Minchens Lane development. Of particular concern are: The lack of repair to the vandalised lights (although the electricity supply has been isolated) The flooding that occurs in heavy rain across the path in the north eastern corner The lack of finishing of the installed bollards at the footbridge Fencing around the original broken lights is forcing pedestrians on to the grass, which is causing wear and tear to that section of Clift Meadow. The light are too bright when they are working. Ditch needs clearing. Cllr Durrant and the Clerk have highlighted this to BDBC, and will continue to chase. It has been suggested that Bramley PC could consider closing the path and bridge until the issues are resolved.	*Cllr Durrant/ Clerk*
7.4	Football Club LIF application – Bramley FC are about to place an application to BDBC Local Infrastructure Fund and for s.106 funds for the complete overhaul of the changing facilities at the Football Ground, and have asked for Parish Council support in their application. Bramley FC representatives confirmed that the new facilities will in no way compete with existing community halls in the Parish. There are two possible plans at the moment – one that complies with FA minimum regulations, and one which improves on this, giving adequate storage facilities, and a kitchen and club room to lay on refreshments on match days. Cost will be around £150,000 - £77,000 s.106 plus match funding from Football Foundation. LIF is still an option if s.106 is not approved. Parking during the build is planned to be on some spare land by the football ground, which may be converted permanently as a car park in the future. Cllrs noted that there may be support for LIF funding to enable this to happen. The planned facility will support the FC in the future if they progress through the leagues. Cllr Bell reminded the FC that they should bear the NP in mind when submitting their plans. Cllr Durrant proposed support for the FC plans. Unanimously agreed. 8.2	Parish Council insurance – the Clerk has conducted a review of the Parish Council’s insurance requirements, and has distributed details of quotes from three suppliers via the PC’s insurance brokers, Came & Co. The recommendation is to remain with the PC’s existing insurers, Inspire (via Axa). The motion to accept the recommendation was proposed by Cllr Tomblin and unanimously agreed. A further recommendation was to enter into a 3 year long term agreement (LTA), which will reduce the premiums by 5% for this year and the remaining two years. The reduction for this year will be from £1,494 to £1,444. The motion to accept the long term agreement was proposed by Cllr Tomblin and unanimously agreed. Clerk to process.	*Clerk*
8.3	Response to County Councillor re s.106 funds (see appendix A)–Cllr Durrant proposed ratifying the letter of response on s.106 funds and a bridge over the level crossing agreed over the summer. This was agreed by a majority vote. There has been no response to date. No further action at this time decided unanimously.
9	Reports
9.1	Reports from Parish Council representatives
a.	Planning Committee report (see appendix B). The report was noted by Councillors. Cllr Bell noted his interest in the planning applications. i. New applications – none ii. Support for a school as part of the Upper Cufaude Farm development – Cllrs noted that there is a possibility of a school either at the Upper Cufaude Farm site or the East of Basingstoke site. Cllrs observed that a school in the middle of a development is more difficult to access. Cllrs noted that HCC are likely to place a school where they wish without reference to the PC. It was also noted that Bramley School should be consulted on the issue. Space has been allocated at the proposed Upper Cufaude Farm development, the application for which has received permission. However, no plans for a school have been submitted to date. Cllr Flooks proposed that the decision should be left with the education authority, this was unanimously agreed. iii. Cllr Bell to respond to BDBC re sewerage letter.
b.	Environment i. Air quality monitoring report – the Clerk and Cllr Ansell are chasing the suppliers for maintenance on the equipment. Clerk to take further. Cllr Tomblin noted his disappointment that more people are not switching their engines off at the level crossing, although some are. ii. 11.2	Bramley School Association – a request for £1500 funding towards the annual fireworks event has been received. Cllrs noted that the grant requested was for £500 more than last year. This is due to a deposit being held over from a cancelled event a few years ago. That deposit has now been used, hence the increase in the request. Bramley School Association and CMT also wish to make the event bigger than last year. Last year’s event was an excellent community occasion, and they would like to improve on it this year. Appendix A – Letter to County Councillor

Dear Councillor Vaughan

Bramley Parish Council is in receipt of an email sent by you to Mr Durrant on 24^th July 2019 in response to a question he asked you on 27^th June 2019 as a resident. Mr Durrant has passed your email to the Parish Council along with a copy of his original question as you refer to the Parish Council in the text of your email. For completeness, Mr Durrant has also provided the Council with his response, as a resident, to you as he also refers to the Parish Council in his response. We note that yours is an official response in your capacity as a County Councillor and as such the Parish Council is obligated to respond.

Your response raises concerns for the Parish Council and it would take issue with you on several points.

The matter of a footbridge across the railway line was put forward in 2010/11 to the Parish Council by the then Ward Councillor Ranil Jayawardena. The then Chairman, Councillor Ferguson assured the PC that nothing would progress until a feasibility study was completed (April 2011). The matter was raised again in 2012/2013 and the Parish Council at the time reviewed the proposal again and found that they could not support the proposal. Over the next few months the objections distilled down to three valid grounds:

The design proposed was not seen to be “inclusive” of the less able-bodied, adults with young children and buggies and those encumbered with luggage or heavy goods.
It was agreed that this was a poor use of tax payers money and as the main beneficiaries would be Network Rail (NWR) customers then NWR should fund its installation
There appeared not to be a suitable site for a bridge that would not restrict pavement access and result in an unsightly structure having severe adverse impacts on properties near the level-crossing and the visual impact on Clift Meadow would be detrimental.

The Parish Council notes that you did not hold any public office at that time and had no discussions with it. It was not until sometime after your election as County Councillor that you raised the subject with the Parish Council, in early 2019. As you were advised at that PC meeting, the Council would look at viable, inclusive proposals once the “safe route to school” project was underway, which it is now and we thank you for your support. I am sure you can appreciate that as volunteer members we have limited resources.

The subject raised its head again when Mr Jayawardena, MP raised a parliamentary petition and then contacted targeted residents urging them to sign. Regarding his parliamentary petition, on this subject he provided press release(s) to the local newspaper including a statement, that a footbridge like that at Mortimer would be acceptable. This is a steeply stepped “up and over” bridge without disabled access.

It is a great disappointment to the Parish Council that you consider the concern for the less able as “Hokum”. The use of the word hokum in this context is deeply insulting to not only those that care but also to those that are less able.

The Parish Council has had communication from NWR in December 2018, and held a meeting with their representatives in May at their Basingstoke offices. On both occasions NWR was adamant that there were no plans for a footbridge, and no funds available for a footbridge as it is by their definition a “safe crossing”. These communications have been reported at PC meetings and the information is in the public domain. This would appear to be contradictory to the information you allege to have. Neither you nor Mr Jayawardena have ever shared any information from your meetings and correspondence with NWR. The Government and Hampshire County Council and the Conservative party all have inclusivity policies which do not share your official view that care, duty of care and legislation are “hokum”.

As for the s.106 funds in question, these are £200,000 relating to the “Fifth Schedule of Obligations” resulting from the Minchens Lane development. Paragraph 1.6.2 on page 45 details the specific terms which are as follows: “£200,000 to facilitate the safe pedestrian crossing of the railway at the level crossing or in the vicinity of the level crossing (which may or may not include a footbridge)”.

The phrase “solely for a footbridge” does not appear in the document.

The terms of the obligation are covered in the same schedule on page 44 in paragraph 1.2. In summary the amount of £200,000, upon written request from the Owner/developer, the County Council will repay any unspent and uncommitted monies after 5 years from the date of receipt by “The Council”. The Parish Council believes that if requested repayment would have to be made in 2020. It is clear why you would be concerned if plans for a “safe pedestrian crossing” have not materialised.

Given NWRs responses and no sign of a viable funded “safe pedestrian crossing….” project, Mr Durrant’s question would seem valid, as to lose the funds back to the developer would seem to be a waste and HCC somewhat remiss in their support of the community. There does not appear to be a time limit on a Deed of Variation and as an example Bramley Parish Council successfully raised such a deed on obligations from the same development earlier this year. The Parish Council recommend that if your fears are real i.e. that these funds will be requested to be returned, that you (HCC) instigate a Deed of Variation and secure the funds for the benefit of the Bramley community.

In your response to Mr Durrant you unjustly imply that he personally and/or the Parish Council would be responsible for any return of funds to the developer in this instance. This does not make any sense at all. A viable project has not been delivered by either the Originator (Mr Jayawardena) or Hampshire County Council. There is no evidence of funding nor (from NWR’s assessment) a proven need as they have passed the crossing as “safe” in their December 2018 audit and this status was re-affirmed at the Parish Council’s meeting with NWR in May of this year. You may recall that Mr Jayawardena as Ward Councillor for Bramley, BDBC Cabinet member and member responsible for the LIF fund management had £450,000 of community LIF funds ringfenced, for one year, for a footbridge. He failed to demonstrate that his application was viable, failed to complete his application correctly and the matched funding he said was being provided by NWR, was not been on the table. The project and process were flawed in a number of ways and it was BDBC who withdrew the ringfence when the extension expired.

The Parish Council believes that given these facts you should be able to see clearly that it has no questions to answer. Should HCC be compelled to return the funds it is they who will be answerable to all, including the Parish Council.

You ask for “more proactivity on this matter”. Who exactly do you feel needs to be proactive?

The Parish Council has been clear and transparent with the community, NWR, Mr Jayawardena and your goodself at every point in this matter.

We believe that the three objections raised by the Parish Council for the footbridge proposal as put forward by Mr Jayawardena MP are as valid today as they were then.

We hope that you can work with the Parish Council for the benefit of the community to realign the use of the £200,000 s.106 funds and not persist in your support of an unfunded, un-proven, impractical and discriminatory footbridge idea. The Parish Council believes that in your position as County Councillor for the Calleva division you should be proactive in getting these funds released for community use.

Members expressed their dissatisfaction with the ‘Planning in Principle’ application process, and with the decision on this application in particular. It appeared that DC committee members were not completely au fait with the PIP rules, and were not guided well by officers. Cllr Tomblin proposed that a letter of complaint about the process be sent to BDBC. Members asked ‘are BDBC empowered to change their decision given the perceived lack of understanding’. 7.	School plans for Upper Cufaude Farm (and other local developments)
	The Clerk noted that, at the last full Council meeting, Cllr Joyce Bowyer from Sherfield Park Parish Council expressed concern about the Upper Cufaude Farm development and the lack of plan for a school. She has asked if Bramley PC would support a school at the site, as Sherfield Park and Vyne Park residents have to travel for schooling. Members noted that a sizeable development is also planned for the East of Basingstoke site, on the other side of the A33 near the incinerator, which would also support a school. Bramley School still has some capacity, although this is being quickly taken up. Four Lanes School at Chineham is oversubscribed. Members felt that Bramley School should be consulted for their view on the issue. They also questioned whether there would be enough numbers to support another school. 8.	Planning permission for commercial signage
	Members noted that a number of commercial signs have appeared in and around Bramley, particularly for the new housing developments. BDBC has stated that commercial signage on private property does need planning permission, although this does need to be clarified. 9.	Water Issues
9.1	Update on sewerage issues – BDBC have responded to Cllr Rowland as follows: ‘On each of the applications (in Bramley) Thames Water as the relevant statutory undertaker have been consulted. Conditions have been imposed to ensure that the foul water proposals were approved before development commenced and that these met with Thames Water requirements for how they would connect into the existing network having consideration for what that would do to the overall system. I understand that details approved cited two options for increasing capacity that Thames Water were considering at that time based on a 2014 study. Following further dialogue with Thames Water we now understand that an updated study is being undertaken and specifically they have provided the following update: “Thames Water is now undertaking a new study and is surveying the network and Sewage Pumping Station to improve the hydraulic computer model of the catchment. This will then be used to assess the combined impact of all the developments in the area. If the model identifies incapacity then we will deliver the network reinforcement that is required. The survey and modelling is expected to be completed in the next few months. To discharge any foul conditions we would require the developers build programme so we can see how it aligns with the our current growth scheme programme, to ensure we are able to complete the work (if required) ahead of the developments full occupancy.” Therefore the key matter Thames Water are seeking to understand and address is development phasing in relation to their own intentions around overall capacity of the system. Details secured in approvals on the planning applications and discharge of conditions are therefore based on the input from Thames Water in this regard.’ Bramley PC has not received any update to date from Thames Water.
9.2	Update on surface water issues – Cllr Vaughan has been following up with HCC on the issues with surface water on Cufaude Lane as a result of the Razors Farm development. The developer has installed an ‘over-flow’ pipe, which discharges into the ditch on Cufaude Lane. Planning permission is required for this, and has not been sought. POLICING & NEIGHBOURHOOD WATCH

Community priorities - The current neighbourhood priority is burglary.

Burglaries remain low throughout the area. Metal and other items were stolen from a building site at Newchurch Road, Tadley. On 2 August, a burglary was reported at an empty property at Coopers Lane, Bramley. On 13 August, someone attempted to force a door open to a property on Wildmoor Lane, Sherfield on Loddon. The incident occurred late in the evening and no entry was gained.

Now that summer is coming to an end, why not take the opportunity to security mark your garden machinery before you put them away? Also check if the access to your garden is secure. For extra security, consider installing alarms on your outbuildings.

Theft in rural car parks update - We have continued to receive reports of goods being stolen from vehicles parked in rural car parks around the borough. The vehicles are targeted when people leave them there to go walking. The cars were targeted regardless of whether or not property was on display. If you leave your vehicle to go walking, please remove all your property from the vehicle and make it obvious that no valuables are there.

Bramley and Sherfield on Loddon - There have been several reports of ASB in the area of Clift Meadow and the lights of the pavilion have been damaged. Youths also entered the construction site on Minchens Lane. We have also heard reports of youths accessing the grounds of the primary school, drinking, playing loud music and staying there until the early hours of the morning. PCSOs intercepted a group whilst on patrol at Clift Meadow. This was dealt with as a community resolution.

Hampshire Fire and Rescue Service were called out to a recycling bin that had been set on fire. A catalytic converter was stolen from a vehicle parked overnight in German Road (similar to an incident reported in Tadley). On 18 August, a bike that had been left outside flats in Sherfield on Loddon was stolen.

M3 Junctions 9 to 14 Smart Motorway –roadside surveys complete, public information sessions start autumn 2019.
M3 Junction 9 improvements (National Significant Infrastructure Project) –statutory public consultation ended August 2019. Development consent sought for 2020 with work due to start in 2021.

Police and Crime –Chief Constable, Olivia Pinkney will be attending the Hampshire Police and Crime Panel meeting in public 4th October in Winchester to answer questions about policing in Hampshire and IoW.

Operation Resilience - It is confirmed that the carriageway resurfacing and drainage works along the A33 are programmed to start on 16th September 2019 and are expected to last up to 6 weeks.

In order to undertake the works safely it will be necessary to close the road and traffic will be diverted along the A339, A30 & B3349. Due to the impact the closure will have on traffic and to minimise disruption, it is also necessary to carry out this work at night between the hours of 20:00 – 06:00. The road will be open during the day and at weekends.

Highways will be undertaking minor drainage works between the Thornhill Way junction and Turgis Green (BP garage) which will be carried out between 16th September and 1st October, and will be followed by the carriageway resurfacing between 2nd and 22nd October 2019.

Information signs advising road users of the works will be erected on site, a further letter will be sent to local residents, and an email will be sent to Chineham Parish Council, Sherfield Park Parish Council, Sherfield-on-Loddon Parish Council & Stratfield Turgis Parish Council to advise them accordingly of the start date and working hours.

5	County Councillor Report
	Cllr Vaughan gave a verbal report: Protecting Wildlife in the Verges Many verges across Hampshire offer a vital refuge for rare species of plants and other wildlife. Maintenance of these areas seeks to preserve wildlife habitats as far as possible, without impacting on road safety. Rural grass verges are cut once a year, usually during summer, with the cutting of some verges is timed to allow rare species to flower and seed. Almost 200 of these verges are home to bees, butterflies and moths that rely on flower rich grassland to provide a source of nectar and pollen. Protected species (such as orchids, Cudweed, Tower Mustard, glow worms and Lychnis moth caterpillars) need to remain uncut throughout their flowering and seeding seasons, so they can survive and reproduce. Conventional cutting throughout summer would result in a decrease in biodiversity interest over time. Protected areas are therefore cut in April and/or late September, depending on the species present. Surface Dressing helps protect the road surface by providing a waterproof seal to prevent potholes and restore any lost skid resistance. Surface dressing treatments are applied when the road is dry. It is a quick process with most sites taking less than a day to complete. A thin layer of new stone chippings improves skid resistance and also reduces the risk of aquaplaning. Drivers are advised to slow down to avoid damage to their cars (and to others) when a road has just been treated. The road is swept to remove loose chippings as soon as possible after treatment and before the road markings are repainted. Issues that relate to surface dressing operations can be addressed by the Customer Contact Centre on 0300 555 1388. Thinking about volunteering at Sir Harold Hillier Gardens? The gardens are an unrivalled collection of trees and shrubs set in 180 acres near Romsey, in Hampshire. If you have a few hours to spare on a regular basis then please do consider volunteering. There are opportunities both inside and outside and no previous experience is required. For further information is available from the Volunteer Co-ordinator on 01794 369305 Ofsted have graded Hampshire County Council’s Children’s Service as outstanding in all areas. The service received the top score for overall effectiveness, the impact of leaders on social work practices, for children who need help and protection, and those in care and care leavers. The report found that social workers are highly skilled at building meaningful relationships with children. It also highlighted the council’s political and corporate support as well as financial investment. Hampshire’s response to vulnerable young people at risk of exploitation is described as highly effective. Got an excellent OFSTED report on Childcare. The Royal British Legion has held a flag raising day, and the Hampshire branch has a new flag. Surface Water drainage – Cllr Vaughan is chasing Highways 30mph speed limits – Cllr Vaughan has looked into this, and will continue to support.
6	Borough Councillor Report
	Cllrs Rowland and Robinson gave a verbal report: BDBC full council meeting later this week – there will be an announcement on the new Executive Director of Borough Development. They will be looking at transformational change within the Borough. Planning applications - Cllr Rowland continues to support the PC in calling in applications where necessary. She is concerned about the current lack of 5 year land supply or housing numbers. This may affect some Bramley applications going through at present. She has also expressed concern about the lack of attention being paid to Neighbourhood Plan policies, both in Bramley and other parishes. The next DC meeting is on 7^th August, and is likely to feature the application for land by Clift Surgery. Cllrs Rowland and Robinson noted the time its taking for BDBC officers to respond to queries. Lights at Clift Meadow - developers were supposed to supply a detailed lighting plan before installing – they did not do this. Cllr Robinson is taking this forward.
7	Parish Environment
7.1	Update on Lengthsman tasks – all items for the Lengthsman have been completed. Low hanging branches in the conservation area near Beech Farm were noted– Clerk to speak to Lengthsman.	*Clerk*
7.2	Parking issues and possible consultation – Cllr Durrant noted that parking is a huge problem in Bramley due to Borough policies on parking. The PC needs to think about how to form a public consultation, and suggested that a working group should take the issue further. The most affected areas need to be looked at first, and list of hotspots should be compiled. Cllrs Durrant, Capel and Tomblin volunteered to take forward. 7.3	Safety signage for Cufaude Lane – this is being considered by Cllr Tomblin and Cllr Oborn. The recent head on collision in Cufaude Lane was noted – this is the second such event in the last month. No progress as yet, although Cllr Oborn has contacted a consultant who may be able to assist. Cllr Durrant suggested getting Sherfield Park residents involved.
7.4	Clearance work at WI Garden – Cllr Durrant proposed that the Council ratify the decision to do some clearance work by the WI garden at Clift Meadow, at a cost of £260+VAT. This was unanimously agreed.

Two additional slots are available for co-opted Trustees and the Trustees have advertised in the Bramley Magazine; they are particularly looking for a younger Trustee. A government scheme to promote young Trustees is running as less than 2% are currently under 24 years old. This also encourages assigning specific roles/projects to young Trustees. e.	Clift Meadow Trust – Cllr Capel gave a brief verbal report. AGM – there are three new Trustees, who are all taking on active roles. Chair – Simon Gill. Several events lined up for the remainder of the year. The scavenger hunt had to be cancelled, as no teams registered to take part. Lights on footpath have been vandalised. Income is slightly down and expenditure is slightly up. CMT are looking at revising the charges. Noted issues with waste water bill. i. Update on shelter proposals – no update at this time. f.	Police & Neighbourhood Watch – see appendix B. The Clerk noted that the police reporting campaign will be repeated in the next couple of weeks, to coincide with the start of the summer holidays.
g.	Highways/Footpaths – see appendix B. The Clerk noted that footpath 6 has had the vegetation cut back by the Rights of Way team at HCC. A number of other footpaths in the Parish should also have been maintained at the same time.
h.	Road Safety Project – see appendix B. Cllr Ansell has met with the new project manager from HCC – the project has been handed over to relevant department. The junction work will be in the 2020 programme of works for next summer. Cllr Ansell is obtaining re-quotes from suppliers and utilities. Cllr Ansell has met with the resident affected by the traffic island, and they seem content with the plans. BDBC has confirmed that LIF money is extended to end of 2020.
i.	Chairman’s report Cllr Durrant noted the successful public meeting last week, on planning. A number of residents attended, and asked some excellent questions of Cllr Ken Rhatigan, the leader of BDBC. Notes from the meeting and slides will be available in due course. Cllr Rowland noted that Bramley issues impact on Sherfield, and vice versa, and also re-iterated her concern on the lack of 5 year land supply. There are also issues with planning permissions then not being built. Parishes are also not seeing the benefits of existing development via s.106. A further public meeting will be scheduled some time in September. Notes and slides to be distributed to all councillors who are to feed back comments to Cllr Durrant and Clerk. Cllr Durrant noted that it is clear that residents are worried about more development in Bramley. 11	Grant Applications
11.1	Community Speedwatch team – an application has been received for £202 to cover the cost of insurance for the speed indicator device. Insured equipment will mean the camera can be deployed without a team in attendance, which will increase the deployment locations. Manned teams can only deploy in police approved safe areas, of which there are three in Bramley. Unmanned deployment will log date, time, and speed of vehicle. No personal details are collected. 11.2	Donation towards the WI garden at Clift Meadow – Cllr Durrant suggested a one off donation to the WI in thanks for the work on the garden at Clift Meadow. Cllr Munday suggested considering this once new storage shed is in – this was unanimously agreed.
11.3	Open House Coffee Morning – an application has been received for £500 for startup costs for a regular coffee morning at Clift Meadow, open to all. It is anticipated that once it is set up and running, it should be self-financing. A 5 week trial period is planned at Brocas Hall from 11^th September. CMT will be hiring out the hall free of charge, but if successful then they will charge some rent. The £500 is planned to cover consumable items, so the grant would be a one off. The PC should be acknowledged in advertising. Cllrs requested that the grant should not be spent on single use items, but some of it should be used for advertising to get it well publicised. Unanimously agreed in principle, Clerk to find out about advertising and generating demand. Also need to check relationship with CMT, and what the plan is if it is successful and runs into a surplus. 12.1	Quarterly expenditure against budget review – the Clerk has distributed this to all councillors (see appendix C). 6.1	Minchens Lane development A letter has been sent to HCC Highways re the issues with the junction. Responses have been received, agreeing that the developers are behind on some obligations with the junction. Various reports are awaited, and HCC did state that if the junction was found to not be working as intended, then they would be requesting the developer review the design. The dead trees have been replaced with new saplings Two of the bollard lights have now been vandalised. This has been reported, and the developer should be dealing with this in due course. POLICING & NEIGHBOURHOOD WATCH

Community priority update: In making a decision on what type of crime we should focus on in your local area, I have to use the resources I have in the most effective way I can. I also have to look at what our own, wider priorities are and what our current figures tell us about crime in your area. While crimes of violence or serious harm still remain relatively low in Basingstoke, our primary focus must be on the most serious types of violent offences, whether they are linked to knives, drugs, domestic violence, the sexual and criminal exploitation of children and the protection of other types of vulnerable people, for example those who are repeatedly being reported as missing.

That said, the survey shows us that you are concerned about burglaries, within your local area. Given this, I have decided that focus for this quarter in your area based on what you have said will be to reduce the overall number of burglary offences.

Please do continue to report all types of crime. Your local beat officers will continue to act to reduce the number of all types of offences in your local area and we will continue to monitor any emerging trends in offences.

The burglaries that are reported to us involve mainly sheds and outbuildings where garden machinery is often stolen. Please take the opportunity to record details and mark your garden machinery with your post code. There have been some burglary dwellings that have been reported however these remain low. if you have been a victim of burglary and you would like a visit from police then please contact emma.page@hampshire.pnn.police.uk.

Bramley and Sherfield-on-Loddon - On 2 June, a moped was stolen from Garside Close. It was found, burnt out and with parts removed. Two days later in the same streets, several youths were reported breaking into sheds. Two youths were stopped by police. It was not known whether they had committed offences, so they were taken home and their parents were advised.

On 11 June, a burglary was reported at the Post Office in Sherfield on Loddon.

On 21 June, a vehicle in Garside Close was damaged while parked overnight.

A stone eagle has been stolen from a churchyard at Sherfield on Loddon. T

There have also been reports of persons in the area under the influence of cannabis. These areas are being included as part of the patrol areas for PCSOs.
