Response of Bramley Parish Council to

Draft Decision Notice: 794/PL

and

Appendix A to the Decision Notice:
Additional recommendations from the Portfolio Holder

Bramley Parish Council is delighted that the allocation of 200 homes to the village has been removed from the Pre-Submission Local Plan. We thank the Cabinet for noting the many representations from local residents, the Parish Council and Borough Councillors in making their decision. It accurately reflects the disproportionate housing growth in Bramley over the last ten years.

Accordingly, understanding the Cabinet’s rationale, we support the Local Plan that is being proposed through the Portfolio Holder’s Revised Draft Decision Notice and Appendix A. It provides a much better balance of development across the Borough and includes important additional provisions – we particularly welcome Paragraph 2 of Appendix A, as we have experienced the difficulties associated with lack of infrastructure prior to development.

We note that BAS107 and BAS122 remain allocated and that these developments have been designated to draw on services in Chineham. It is important that the infrastructure in Chineham is improved to accommodate these sites – so that the infrastructure in Bramley does not have to support this additional housing. In particular, we would support the installation of a new railway halt at Chineham to serve the new – and wider – community in a planned way, relieving existing pressure on Bramley Station.

While Bramley is not now being compelled to build a specific number of homes, we remain committed to creating a Neighbourhood Plan with a view to creating appropriate policies for small-scale development within the Parish boundaries, alongside addressing existing and future infrastructure issues.
