** Conditions or Reasons: 1) The proposed replacement dwelling would result in a significant and adverse visual impact, detrimental to the rural character of the area, due to the proposed design, scale, bulk and massing. The increased visual prominence of the proposal, together with the Regency style of the dwelling, would harm the rural character of the area. The proposal is therefore contrary to the guidance contained within the National Planning Policy Framework (March 2012), Saved Policies E1, E6 and D6 of the Basingstoke and Deane Borough Local Plan 1996-2011, Appendix 14 of the Design and Sustainability Supplementary Planning Document 2008, and the Basingstoke and Deane Landscape Character Assessment Supplementary Planning Guidance 2001.
2) Insufficient information has been submitted to enable the potential impacts on biodiversity to be adequately assessed in accordance with the National Planning Policy Framework (March 2012) and Saved Policy E7 of the Basingstoke and Deane Borough Local Plan 1996 -2011. In addition, because bats may be affected, which are European Protected Species, the Local Planning Authority has not been able to consider whether the application is compatible with the Conservation of Habitats & Species Regulations 2010 (as amended).
